Plumbing from The criminal code does not need to be paid if it is engaged in repairing the common property of an apartment building. The composition of such property is defined in the decree of the Government of the Russian Federation dated 08/13/2006 No. 491. These are, for example, indoor engineering systems of cold and hot water supply, consisting of risers, branches from risers to the first disconnecting device, — says Alexander Zorin, Candidate of Law, — But if there is a breakdown, say, in the wiring of pipes in the apartment itself, then you need to pay for both work and materials.
