According to Senator Andrey Kutepov, “mini-apartments” with an area of less than 28 square meters and studio apartments do not correspond to the status of family housing, therefore it is impractical to issue a preferential mortgage for their purchase. A letter proposing to exclude this type of housing from the preferential program has already been sent to Deputy Prime Minister Tatyana Golikova, RIA Novosti reports.

“We ask you to consider the possibility of excluding studio apartments where the living room is not separated by walls from the kitchen, as well as apartments of less than 28 square meters from the Family Mortgage program,” the document says.
The parliamentarian also recalled that the Accounting Chamber had previously proposed to exclude studios and one-room apartments from all government-supported programs in order not to maintain demand for uncomfortable housing types.
According to Kutepov, a family that has bought a one-room apartment with a mortgage will not be able to improve living conditions until the mortgage is repaid and a new child is born.
“The situation with studio apartments is even more complicated, since in the absence of separate rooms, family members of two people do not have the opportunity for personal space for recreation, and at the birth of a child, all family processes (child care, cooking, rest) take place in one room. Thus, the studio cannot be a full–fledged family home,” said the chairman of the Federation Council Committee on Economic Policy.
