As explained by the participants of the elevator market, it was actually about extending the terms of replacement of elevators in the technical regulations. That is, if earlier, after 25 years of operation, they had to be changed urgently, now more time is allocated for this.

But otherwise, elevator companies simply will not have time, says Peter Kharlamov, executive director of the National Elevator Union:
— By February 2025, our main document — the technical regulations of the Customs Union — requires the replacement of elevators that have worked for 25 years. And there are now a very large number of such elevators in the country, about 78 thousand, and considerable funds are required to replace the elevators. The owners of apartment buildings have not yet collected such funds. In order to upgrade the elevator park, the elevator professional community is asking the government of the Russian Federation to co-finance this program. In five years, nothing will change, because elevator wear is added every year. Every year, about 10 thousand to 20 thousand more elevators develop their resource, and unfortunately, we are currently changing no more than 20 thousand elevators according to elevator replacement programs.

— Of course not. When an elevator is 25 years old, that’s all, it needs to be either replaced or upgraded, but now the requirements for elevators are such that those elevators that were released 25 years ago, it is virtually impossible to bring them into line with the requirements that are available today. Those accidents that happen in elevators show that, of course, elevators are unsafe. If we talk about safety requirements now, then elevators need to be updated.
Vitaly Mutko noted that the problem of wear of elevator equipment cannot be solved by postponing service life alone. According to the Ministry of Construction in the spring of 2024, there are over 600 thousand elevators in operation in Russia. Their wear in some regions is more than 50%. And this indicator is growing every year. By 2025, more than 140 thousand elevators should be replaced, the approximate cost of these works is estimated at 300 billion rubles.
