The first settlement for large families is being created in the Moscow region. Today, this private initiative is seeking support from the government and businesses willing to participate in social projects. Will he find it?
Following a meeting with participants and winners of the All-Russian family competitions held on January 23, 2024, Russian President Vladimir Putin in early April approved a list of instructions, including those related to solving the housing issue. In particular, families with children should be given the opportunity to purchase not only primary, but also secondary housing with the help of preferential mortgages, but only within the boundaries of settlements where housing construction is carried out in insufficient volume.
In addition, we are talking about providing residential premises for young and large families whose members work in the territories of advanced development. The relevant proposals must be submitted by July 30, and by November 30, 2024, the government needs to ensure their implementation.
Vladimir Putin also recommended that the executive bodies of the constituent entities of the Russian Federation provide the necessary engineering infrastructure facilities for land plots provided to large families. The heads of the regions should report on the first results of this work by June 30, 2024.
Recall that at the end of January, the President of the country signed a decree that at the federal level fixes the status of large families and defines support measures for them. “To establish that a large family in the Russian Federation is a family with three or more children, the status of which is established indefinitely,” the document says.
There seem to be a lot of measures to support large families in Russia, including those related to housing — there are various tax deductions and allowances, and the payment (under certain conditions) of 450 thousand rubles to repay the mortgage, and the already mentioned free provision of land for the construction of houses. But, according to the large families themselves, the potential of this program is not fully used.
According to members of the young community of large families in the Moscow region, the Karmolino Family, a private house is the most comfortable place for people to live in the current environmental situation, and even more so for large families. One of the ways to solve the housing issue in the community is called the creation of settlements with organized infrastructure within the framework of housing and communal services, aimed specifically at large families.
“According to the law, large families should be provided with land plots for residential housing with ready-made engineering infrastructure: the ability to connect water, gas, electricity, with paved roads. But in fact, this is not the case at all, the land is given out, but does not develop. Even if families receive plots, it is almost impossible to build a house on them: you can’t drive up without roads, you can’t mix mortar without water, you can’t put a cabin without electricity. “We can’t build because you’re not building a road,” “and we’re not building a road because you’re not building,” is a vicious circle,” the interlocutors lament BFM.ru . And the tightening of the rules for issuing mortgages has also affected large families in one way or another: for example, an increase in the initial payment is a weighty factor for them, and, of course, large families often fall under the refusal to issue a loan due to the high debt burden.
In short, the Karmolino Family proposes to start creating specialized suburban settlements, bringing together all measures of state support for large families, starting with the allocation of land, and connecting socially responsible development and banking businesses to work, says Mikhail Ponomarev, one of the authors of this initiative.

It was more considered as a social project involving business and the state. Through our initiative, we want to draw attention to the problems related to demography and the provision of housing for large families themselves, and we invite businesses to enter the niche of building such settlements. We want to set a certain trend and raise the culture of construction, because, unfortunately, we practically do not have it. But this is even more due to the fact that people simply do not have the finances to build high—quality houses – that’s what we want to pay attention to. There are already a number of companies that are ready to cooperate with us. And they offer us their concepts, their house designs, they are ready to participate, including in construction, they make discounts to reduce the cost of construction. And by doing so, we also want to show that, despite the difficult situation in the country, we have a socially responsible business, and this business has a need to help, it is ready to think not only about making money, but also about the demographic and social development of Russia.”
How can we establish cooperation with the local administration in order to make it our ally? How can entrepreneurs who are ready to support the project with private initiatives be activated and draw the attention of large developers entering the suburban market, powerful both financially and functionally? How can we start a dialogue with the government to find the most competent solutions and, possibly, create additional support programs? How can the proposal of one particular community be extended to the whole of Russia, which, like all developed countries, is facing serious demographic problems today? A pilot project in the Moscow Region, in the village of Karmolino, located about 30 kilometers from Moscow, is looking for answers.
He is looking for and partially finds: for example, road construction has already begun here and it was possible to conduct electricity in the shortest possible time, people come here to meet, communicate and, perhaps, in the future, stay alive, and interested businesses come. But despite the small figures, they attract attention: in particular, due to the traditional values that are cultivated in large families and help improve the demographic situation in the country. That is why, when forming a credit policy, the state should create a mortgage program similar to a family mortgage, but with a rate of 2% and a loan amount of up to 12 million rubles. This program will allow large families, with an initial payment of 2-3 million rubles, provided that a plot with communications is allocated free of charge, to build themselves a comfortable house with decoration, perhaps even with furniture. And the minimum cost of construction and subsequent accommodation will make it possible to achieve compact accommodation for such families, for example, in settlements of up to 50-60 houses. But it is better if it is a block in a large village — from 100 to 1000 households, where you can build a school and kindergarten, where traditional values will be instilled. In order for this to be a working business model, it is necessary that the state form a program of tax and other preferences for them. I consider this a promising undertaking.”

“Large families are a separate category of players in the housing market. Obviously, country houses are the best choice for them. At the same time, it is important for large families that the construction does not take years, it is important to meet the budget and the possibility of expanding the house is very important. Modular houses are a good option here: they are affordable, durable, all-season and easy to expand by adding an additional module. Large families living compactly are enclaves of Russian traditions and values, and settlements for large families are an excellent format when it is possible to create an internal social infrastructure. As a construction company, we will gladly undertake the creation of such settlements. Large families have state support, maternity capital can be used as a down payment when obtaining a mortgage, the mortgage is preferential and amounts to 6%. When concluding a mortgage agreement, the customer can immediately conclude a construction contract: this is a safe scheme, since the bank controls the expenditure of funds, the work is done in stages, and each stage is paid for by the bank separately, and this eliminates the risk that families will lose money or face substandard construction. So settlements for large families, in our opinion, are an interesting model for all participants in the housing market.”

“The requests and needs of a large family in the residential housing segment differ in terms of requirements for the area of the house and design features. They require more rooms, more storage space, parking spaces not for ordinary cars, but for minivans. As for a separate mortgage program for such families, this is more a matter for the government than for business. Of course, its presence will stimulate this segment of construction, but the construction of separate settlements for large families seems to be an unnecessary measure. To date, there are a huge number of examples when the territory of one village is shared by large families and families with one or two children. There are no problems or peculiarities of living together. If we consider the creation of settlements for large families as a business model, then first of all it is important to enlist the support of the state in terms of allocating land, creating special loan programs, subsidies for the purchase of housing for families in need of improved conditions: more rooms, bathrooms, more territory for a playground and a zone for spending time with a large family. It will be necessary to work out cooperation with contracting companies. A serious safety measure for consumers can be an escrow-based financing model, where the construction of a house is divided into stages and contractors receive payment upon completion of each.”
Another measure of support, according to Vladimir Markov, may be priority gasification, as well as preferential programs for connecting to communications. “If it is not possible to connect to central communications on the site, then the family will have to provide a well and a septic tank with enhanced characteristics designed for a large number of residents,” the expert warns.
