In the coming frosts, it’s time to get back the unnecessary expenses for heating.
Residents of the Moscow region, from whom the local authorities took payment, but at the same time supplied heat to the houses late, can apply for recalculation.
This year, in the autumn, residents of settlements near Moscow suffered from lazy officials who worked carelessly and did not turn on the heating of houses on time. More than 1,700 complaints were filed by residents of Khimki near Moscow, more than 400 residents of Solnechnogorsk and Sergiev Posad were also left without heat. The residents of Kashira, Klin, Shchelkov, and Voskresensk were ringing all the bells.
The vice-governor of the Moscow region, Yevgeny Khromushin, confirmed that this year there were many times more complaints than last year. It’s not surprising. Firstly, all engineering communications in the Moscow region are extremely worn out. For example, in Solnechnogorsk, only 20% with a small amount of communications are serviceable, everything else is worn out to the limit. In Voskresensk and Khimki, more than 60% of heating networks are already barely working. In Voskresensk, in some apartment buildings, as it turned out, the equipment was completely stolen and it was impossible to start the heating: a criminal case was opened.
It is unknown what will happen in the cold weather, officials decided to return the money that they paid in the fall for the heat that was not served. “All residents whose houses received heat late will have their heating fees recalculated. Recalculation for October will be made automatically, without applications from citizens,” Yevgeny Khromushin promised. And in Kashira, the regional leadership decided, they would recalculate even in two months – people were freezing here in October. It must be assumed that in other cases with heat interruptions in residential buildings, people will still get their money back.
We recommend that residents of the Moscow region protect their interests: contact management or resource supply organizations to ensure that the overpayment for heating is refunded. The State Housing Inspectorate of the Moscow region has already appealed to citizens with such an appeal. The amounts are still decent, so do not lose your money, be sure to request a refund. As explained in the press service of the State Housing and Communal Services, the contractor of the utility (that is, the management company or organization that gives heat to your homes, with which the contract is concluded) is obliged, when contacting a resident, to verify the correctness of the amount of the accrued fee. After that, the owner of the residential premises is given documents, they indicate the correct calculation of payments. If your management company refuses to recalculate, this is a violation, which must be reported to the Unified Dispatch Service of the Moscow region or send an appeal to the State Housing Inspectorate.
According to the State Housing Inspectorate of the Ministry of Defense, a similar situation occurred in 2019, and as a result of recalculation, management companies returned more than 62 million rubles to citizens. Therefore, feel free to contact the Criminal Code – officials are obliged to recalculate the money and refund the overpayment to you.
