After the commissioning of the Crimean Bridge in 2019, construction on the peninsula has become as much a feature of the local landscape as the mountains or the sea. And even after the start of the special military operation, its pace slowed down only slightly. Haven’t there been fewer buyers, despite the air attacks and the proximity of hostilities to the peninsula? And the prices are almost equal to those in Moscow? MSK1.RU He understands the intricacies of Crimean real estate and how it has changed in the 10 years since Crimea became ours.
“For 3 million, just a barn!”
— Construction in Sevastopol and Crimea is active, even more residential complexes are in the nearest projects, the development of the west coast has begun. And it is developers who keep high prices, and secondary sellers are pulling up behind them,” explains Natalia Massalskaya, director of the Sevastopol real estate agency “Multidom”. — Yes, the real estate market is not feeling as good as it did before 2022, but deals are underway, there is demand — people need to move away, move in together, expand because of children. And someone invests in real estate, saves rubles, and someone decides to rent a house. Life has not stopped, and prices are gradually rising.

In 2023, according to analysts of the Crimean real estate market, the cost per square meter in Crimea and Sevastopol increased by an average of 7-8 percent. In many ways, the demand is supported by government programs — various options for mortgage benefits, the Kherson housing certificate. Although the settlers from the Kherson region themselves are shocked by the prices on the peninsula.
— In Crimea, it is impossible to implement a housing certificate at all, — Sergey Aksenenko is outraged in a group of migrants like him on VKontakte. — For one, they give a certificate for 2 million 928 thousand rubles. In Crimea, for 3 million you can only buy a barn!
Certificate holders have to team up with relatives or seek an additional payment if they want to settle in resort towns and villages where prices are traditionally higher. Other potential buyers are waiting for April 2, when the deadline for the implementation of Kherson certificates ends, hoping that prices will go down after that.
— There are no prerequisites for prices to go down, — says Alexey Rachkov, head of the real estate agency Prichal 82, specializing in real estate on the Southern coast of Crimea. — And the market will hardly notice the departure of buyers with Kherson housing certificates. Others will come instead. Most are looking for apartments of up to 10 million rubles, and such real estate is in short supply, especially on the South Coast. Now there are only two new residential complexes in Bolshaya Yalta, where apartments cost less than 10 million, and there is a great demand for it. Therefore, prices will only rise.
New buyers from new territories
— Since February 2022, the number of buyers from the mainland has decreased, — says Elena Nikolaeva, a real estate expert at the Sevastopol agency Chersonesos. — But others have come in their place — from new territories. They may not be willing to spend as much money on real estate as residents of large Russian cities, but they have the desire and opportunities.
The interest of “settlers” from new territories in apartments and houses on the peninsula does not allow square meters to become cheaper, on the contrary, prices go up every year. According to the experts of the Prichal 82 agency, resort real estate on the southern coast of Crimea — from Foros to Alushta — is steadily increasing in price. Those apartments that cost 7-8 million rubles last year are now “leaving” for 10 million.
— You get to know a client and you hear: Donetsk, Donetsk…, — says Alexey Rachkov. — One is followed by relatives, then friends, then friends of friends. Now people from the Zaporozhye region have gone. Demand is still high, so prices have increased by 10-15 percent and will continue to rise.
According to Alexey Rachkov, the price for one south—coastal square meter has reached 300 thousand rubles – both in ordinary new buildings and in business, comfort, and premium class complexes. The difference is only in the footage: most expensive apartments start from 100 square meters, so the price for them is 30-40 million.
— And if the air service starts working, prices will soar by 35-45 percent, especially in the expensive segment, — predicts Alexey Rachkov. — It is uncomfortable for people with a lot of money to get by train or by car. Therefore, sales of super-villas have stopped a little now, but there are still decent options on the market now. If we talk about real estate, which is 12-15 years old, there are luxurious palaces for 1-1.5 billion rubles. As for the new modern villas with panoramic windows, fashionable finishes, now there are 5 objects on sale at a price from 250 to 700 million. All sales are closed, and not every customer will be invited to view. But there are those who want to — only yesterday we signed the documents for the sale of the villa for 250 million. And the buyers of such objects have not been officials lately, although such a stereotype has developed. Businessmen are 45 years old on average, from large Russian cities, who work hard and efficiently and invest in real estate in their homeland.
This is not a plain for you, here the price tag is different
But most of those who dream of settling by the sea do not want to live in an apartment, but in their own house. Drink morning coffee on your terrace under a blooming magnolia or spreading cedar.
— Land is being acquired very actively now. Especially under the family mortgage program with state support, — says Natalia Massalskaya. — They take a small plot, build a house of 60-70 square meters. It turns out, of course, longer and more difficult, but its own territory attracts many.
The construction of individual houses around Kerch and Feodosia, on the Western coast of Crimea, is especially active, where land prices are not yet as high as in Sevastopol on the Southern Coast. Here you can find plots near the sea for 350-500 thousand rubles per hundred.
— A million rubles per hundred will cost today a fairly average piece of land on the Southern Shore — on a slope, far from the sea and communications, because there is almost no free land left here, — says Alexey Rachkov. — But people are willing to buy, reasoning like this: let’s take 4 acres for 4 million, build a small house from modern prefabricated materials for another 4 million, and it will be cheaper than an apartment for 10 million. But it has its own land! And then it turns out that, depending on the slope, you need to make retaining walls at a price of 3 to 5 million. Or to lead the way. Or something strategic passes under the site – a pipe that needs to be moved around the court for two years. There are a lot of pitfalls. It turns out that the land was bought for 4 million, invested for another 5-6 million and this has not yet started building a house!
