The State Duma will consider mandatory reporting of the Criminal Code to residents on expenses

Legislators propose to add an additional line to the receipt for housing and communal services, where managers will report on receipts and expenses for current repairs

For management companies (CC), it was proposed to introduce mandatory reporting to residents on maintenance costs. The relevant bill was submitted to the State Duma by United Russia deputies, it follows from the electronic database of the lower house of parliament.

The explanatory note to the project says that most of the Criminal Code issues a single line in the receipt for the maintenance of common property in a high-rise building. Funds for current repairs are not taken into account separately, which is why the work is not performed in due volume and is too expensive, the authors of the document indicate.

The bill proposes to allocate a separate line in the housing and communal services receipt for maintenance and oblige managers to report to residents every quarter on the corresponding receipts and expenses. The innovation is aimed at increasing the transparency of spending by the Criminal Code and the quality of work, the authors of the bill indicate. If the law is adopted, it will enter into force on January 1, 2025.

Russian President Vladimir Putin previously signed a law banning the change of the Criminal Code more than once a year. The new law is aimed against unfair competition in the management of apartment buildings.
