A new preferential mortgage program may appear in Russia — for teachers. This initiative was made by the first deputy chairman of the State Duma Committee on Education, Yana Lantratova. Izvestia writes about this with reference to a copy of the deputy’s letter to the Ministry of Education.
The press service of the department reported that the possibility of a preferential mortgage for teachers is being discussed by an interdepartmental working group, which includes representatives of the Ministry of Finance, the Ministry of Construction and the Ministry of Economic Development. By November 1, 2024, the Ministry of Education must submit to the government the details of the new federal program and an analysis of the possibilities of its introduction.
Which teachers and under what conditions do they want to give a teacher’s mortgage?
In her letter, Lantratova proposed extending the teacher’s mortgage to young teachers under the age of 30 who have worked for at least one year at a school with a workload of at least one rate.
The deputy considers it possible to give such employees a mortgage at 2% per annum for up to 30 years. At the same time, it is assumed that after the teacher has reached the age of 25 years, the state will repay the remainder of the mortgage loan debt, but not more than 15% of the initial loan amount.
The Ministry of Education has not yet informed which category of teachers and on what conditions it will be possible to provide a preferential mortgage. At the same time, the ministry noted that the working group is evaluating the possibilities of creating a separate mortgage product, “taking into account that teaching staff can be included in existing preferential mortgage programs.” Among them are “Preferential mortgage”, “Family mortgage”, “Far Eastern mortgage”, “Rural mortgage”, “Preferential mortgage in the territories of new subjects of the Russian Federation”.
The ministry said that to develop a new preferential mortgage program, significant additional financing will be required, the sources of which are not provided for in the federal budget for 2023-2025.
Why do they want to give mortgages to young teachers?
Lantratova, in her letter, drew attention to the high level of staff turnover in Russian schools. To confirm this fact, she cited data from the Ministry of Education, according to which more than 198,000 teachers joined Russian schools in the 2022/2023 academic year, while about 193.5 thousand teaching staff left during the same period, most of whom voluntarily. The deputy also pointed to data from the Russian Academy of Education, according to which in the first five years of work, from 14 to 52% of young teachers are dismissed (the percentage varies depending on the region).
Lantratova recalled that one of the main tasks of the Russian education system is to retain young teachers in the profession and their further transition to the category of experienced specialists. According to the parliamentarian, the development of a teacher mortgage program can help in this, which “will become an effective way to improve the quality of life of Russian teachers and their family members.”
Where are there already preferential mortgages for teachers?
According to the Ministry of Education, several Russian regions already have local programs to provide teachers with housing. These include mortgage products, various subsidies and other support measures.
For example, in Tatarstan there is a housing program “Social mortgage” based on a target quota for employees of the education system. In the Ivanovo region, a payment of 300 thousand rubles is provided, which teachers can receive to pay part of the initial mortgage payment. In the Omsk region, young professionals can apply for a one-time cash payment for the construction or purchase of housing in the amount of 108 thousand rubles. According to the Ministry of Education, various support measures to help solve the housing problem of teachers are in effect in 21 more regions of the country.
