Chairman of the Government of the Russian Federation Mikhail Mishustin signed a decree establishing the rules for the formation and maintenance of the register of capital construction projects that are being built at the expense of the federal budget.
The register will replace the Federal Targeted Investment Program (FAIP).
“The new resolution simplifies the decision-making procedure and provides for the digitalization of all processes. The formation and maintenance of the register, including coordination and monitoring of construction, will be fully integrated into the state information system for public finance management “Electronic Budget”,” explained Deputy Prime Minister Marat Khusnullin.
According to him, this will ensure transparency of all procedures, remove redundant paper documents, reduce the time for making decisions on capital investments, and generally reduce the investment and construction cycle.
The register will be posted on the unified portal of the budget system of the Russian Federation. Amendments to the Budget Code of the Russian Federation, which excluded provisions on the formation and implementation of the Federal Targeted Investment Program, were adopted in December 2023 and have already begun their effect.
Recall that the Federal Targeted Investment Program became the basis for the approval of the five-year comprehensive state program “Construction”. Its implementation began on January 1, 2023. It is designed to increase the efficiency of budget funds allocated to the industry, accelerate the commissioning of facilities, as well as ensure the achievement of priority goals of state policy in the field of construction.
The program includes comprehensively all state programs and national projects in terms of capital investments and covers almost all industries. Educational, scientific, medical, cultural institutions and other social facilities are being built on it. The program also provides for the reconstruction and construction of roads and airports, port infrastructure facilities, agriculture and much more.
