Loud processes are rumbling all over the country: municipal officials are shamelessly stealing money that citizens collect to carry out major repairs of their apartment buildings.

In the Moscow region, three years ago, they revealed schemes of embezzlement of money that residents of the region pay for the repair of their homes. Entrepreneur Ivan Molodtsov said that he is a witness in a criminal case on the embezzlement of 27 million rubles from the Capital Repair Fund of the Moscow region. “In the FKR of the Moscow region, a scheme for embezzlement of funds through its contractors has been worked out for several years. In previous years, I worked with the FKR, I know the system thoroughly,” says the businessman.

Contractors are often gasket companies. They receive money from the fund, withdraw their interest, and transfer the work to a subcontractor. According to Ivan Molodtsov, in 2017 the percentage of the general contractor in the Moscow region was 7.49%, in 2018 – 8.5%. To date, the general contractor can take both 25 and 35% for himself.

“The schemes of money theft are strikingly simple. For example, the acts include work that no one has done. For example, they write in the documents that scaffolding was installed for repairs, or they simply overestimate the amount of work,” the businessman said.

According to him, in order to carry out financial fraud, an area of more than three entrances was attributed to the volume of work in one of the houses in Mytishchi. “Having discovered this, I submitted an application to the Department of Economic Security of the Ministry of Internal Affairs of the Moscow Region. My letter was sent to the Mytishchi police, and from there came a refusal to initiate criminal proceedings,” the businessman is indignant. As it turned out, forged signatures and seals were found in the work acceptance documents, however, “the deadline for verification has expired, and sufficient data indicating the presence of a crime has not been received,” the official response of the police said.

Not so long ago, the Federal Antimonopoly Service for the Moscow Region announced the collusion of the regional Capital Repair Fund with the administrations of 21 municipalities: Balashikha, Odintsovo, Mytishchi, Naro-Fominsk, Khimki, Podolsk, Sergiev Posad. But no one is in a hurry to draw real conclusions.…

The law on major repairs came into force on January 1, 2015. It was then that capital repair funds appeared in apartment buildings. And almost immediately, fraudulent schemes began to operate to steal money – our money – from these funds.

Payments to this organization are made by all citizens, each region sets its own standards. For example, in Pushchina, the tariff is 14 rubles per square meter. This means that for his two-bedroom apartment, for example, the owner pays 507 rubles 11 kopecks to the Capital Repair Fund every month. The amount for the year runs over 6 thousand rubles.

Money is kept in accounts, they are burned by inflation. And when the repair time comes, there is not enough money – and the tenants pay again. Here’s what one of the residents of Serpukhov near Moscow said: “At a meeting of residents, we decided that we needed to open a special bank account in order to keep our contributions there. The first money went to repair the roof, the cost amounted to 1.5 million rubles. Of course, the management company reported how much was spent and on what. But is it possible to believe these reports? Enterprising municipal officials simply use our money as they see fit…”
