Since April 1, a new line has appeared in the bills – an additional payment for utilities.
People are wondering: for what kind of services? According to preliminary estimates, the levies will amount to 1-1.5 thousand rubles.
Housing and communal services drummers know their business. It seems that it has already been agreed at the highest level that utility tariffs will take off only in the summer, in July, – that’s what the president told us. However, the professionals of the toilet business have found a way out of even such a situation. This, they say, is just an additional payment, not a promotion, what are you! And you can’t argue. Then let’s figure out what we are eternally indebted to the utilities for again.
New expenses will be incurred by those law-abiding citizens who have individual metering devices installed in their apartments, and there are an absolute majority of such in our country. Why? The fact is that in 2023, the government adopted a law that changes the procedure for installing and checking individual meters, and on April 1, 2024, it entered into force. This law regulates relations between management companies and equipment inspection organizations. And in the process of this settlement, a recalculation was required. Not
not to be confused with the recalculation that occurs at the end of the heating season. That’s another story.
The current recalculation is related to summarizing the use of resources in apartment buildings over the past year. It will affect only those who did not have it yet in 2023. So, if there is an individual utility meter in the apartment, and the fee was previously charged according to the standard (for example, when the meter failed or the owner forgot to take readings), then after recalculation you will have to reimburse the surcharge for the actual consumption of electricity / water / other amenities.
The price of the issue, as we have already said, is 1-1.5 thousand rubles. The amount of the surcharge will depend on how much the actual consumption exceeded the norms established in the region. If the prices for the consumption of communal communal resources in the region were underestimated, the owners will have to pay extra for this. It is assumed that such measures will encourage consumers to use resources more efficiently, which, in turn, will reduce the overall burden on infrastructure, and in the future will reduce the costs of the owners themselves for housing and communal services.
If we understood the situation correctly, then it will affect a small number of owners, namely those who, having a meter, did not transmit readings on time or lived with
a non-working counter. For some reason, it is assumed that this owner spent more than he paid for. It is unclear why this was decided and how it will be checked. There are no plans to walk around the apartments – the recalculation will be in automatic mode. And here we see a spacious field for murky schemes! Everyone else, as well as those owners who do not have metering devices, will not have to pay anything extra and a new column will not appear in their payment card. We’ll wait and see.
However, do not forget to keep track of your accounts and, in case of controversial issues, raise official information so that you do not get blinded by the underestimated norms of the region and other “indicators”. If you have not had any failures in the operation of individual metering devices, and the surcharge column has appeared, raise your previous bills and ask the management company: on what basis does it require money from you? And even if there was a malfunction in the counter, you still need to double-check the figure in the payment. You can file a complaint against the actions of the Criminal Code with the housing inspectorate and the prosecutor’s office. Do not hesitate to contact the lawyers. Because under the guise, you can enter other people’s debts, which the utilities have despaired of collecting from real debtors. Or prescribe some other needs under the guise of an additional payment for recalculation. They have no faith at all. And the new graph, despite the explanations, is seen as another form of deception of people.
