The innovation will allow Russians to register the rights to baths and sheds on garden plots in a simplified manner
Outbuildings and houses for several families located on garden plots may be allowed to register according to a simplified version — by analogy with the “country amnesty” for residential and garden houses. The relevant draft law was recommended by the State Duma Committee on State Construction and Legislation to be adopted in the first reading. The document has been published in the electronic database of the lower house of Parliament.
Now there is a simplified procedure for registration of rights to residential and garden houses. However, according to current legislation, buildings such as baths, sheds and summer kitchens cannot be issued in a simplified manner. Therefore, it is proposed to extend the “dacha amnesty” to such buildings, as specified in the explanatory note to the project.
The document also proposes to allow the registration of country houses in a simplified manner, which are shared by several families. The authors of the document explained that in the 1960s and 1970s, families were often given houses under the same roof with a common wall and today they face problems when registering rights to them.

The dacha amnesty has been in effect in Russia since 2006, and it has been extended several times. The next extension of the program came into force in the summer of 2022, then it was extended until 2031.
