It is proposed to include two districts of the Khanty-Mansiysk Autonomous Okrug — Yugra

A bill has been submitted to the State Duma extending the zone of operation of the “Arctic Hectare” to two districts of the Khanty-Mansiysk Autonomous Okrug — Yugra. The deputies propose to extend the preferential state program to the Beloyarsk and Berezovsky municipal districts.
As stated in the explanatory note, the territories of these municipal districts have been included in the Arctic Zone since March 2024, but the Arctic Hectare program has not previously been extended to them. The bill proposes to correct this situation.
According to the forecasts of the deputies, the expansion of the program for granting land plots to citizens for free use will ensure “an increase in population density and a decrease in population outflow in the territories of the Arctic zone.” At the same time, it is proposed to expand the financing of the program in the amount of no more than 50 million rubles. The law is proposed to enter into force on January 1, 2025.
What is the Arctic Hectare program?
The Arctic Hectare is an extension of the Far Eastern Hectare program, which started in 2016. Anyone can get land in the Far East for free and open their own hotel or build an apartment building on the received site.
Since 2021, the program has been expanded to the Arctic territories, which include nine subjects of the Russian Federation: Murmansk Region, NAO, Chukotka Autonomous District, Yamalo-Nenets Autonomous District, Karelia, Komi, Yakutia, Krasnoyarsk Territory and Arkhangelsk Region. At first, the program was valid only for local residents, then it was expanded and became available to all Russians.
According to the Ministry for the Development of the Far East and the Arctic, by the end of the first half of 2024, more than 5 thousand people had used the Arctic Hectare program. About 50% of the granted plots are used for housing construction, 33% for agriculture, the rest for business purposes, for recreation, recreation, etc. The program is in particularly high demand in the Arkhangelsk and Murmansk regions, as well as in Karelia.
In addition to the opportunity to get land for free, residents of the Arctic have preferences for mortgage lending. In August 2023, Vladimir Putin instructed to launch a program similar to the “Far Eastern Mortgage” in these territories. It allows you to take out a loan of up to 6 million rubles. at a rate of no more than 2% with an initial payment of 20% for a period of 20 years.
