The State Duma introduced a document on the mandatory participation of Russians in landscaping

Currently, the legislation allows municipal authorities not to include in the documents on landscaping provisions on the mandatory participation of local residents in this process, the authors of the amendments note

Deputies from the New People party have submitted to the State Duma a bill according to which it is necessary to prescribe in the law the mandatory participation of citizens in landscaping projects. The document was posted on the website of the lower house of Parliament on Friday, April 12.

As the authors of the document point out, now the legislation allows municipal authorities not to include in the documents on landscaping provisions on the mandatory participation of local residents in this process.

The explanatory note also notes that the formats for involving citizens in landscaping differ depending on the city and have vague formulations that actually do not provide residents with the opportunity to directly participate in the process.

As an example, the deputies cite the Law of the City of Moscow dated 30.04.2014 No. 18 (ed. dated 02.11.2022) “On landscaping in the city of Moscow”, where Article 26 mentions some kind of participation of residents in general terms and only in the form of public control. At the same time, the direct participation of residents in the improvement processes is prescribed in the rules of the improvement of Yuzhno-Sakhalinsk, they point out.

The lack of uniformity in determining the forms and scope of residents’ participation in landscaping, in turn, creates grounds for a discriminatory approach, the parliamentarians note. In this regard, they propose to amend Article 45.1 of the Law “On General Principles of the organization of local self-government in the Russian Federation”, “obliging municipal authorities to define the forms of participation of residents in a particular municipality in the development of the territory and subsequently be guided by the obligation to involve citizens in the life of the city.

The adoption of new standards will reduce budget expenditures on reworking the results of landscaping according to numerous complaints from dissatisfied residents, the authors of the initiative believe. In addition, it will increase residents’ trust in the government and help form a sustainable involvement of citizens in the life of their city, the document says.

Recently, Moscow Mayor Sergei Sobyanin announced the landscaping of the Kolomenskoye Nature Reserve. The work will take about three years. During this time, the Moskva River embankment will be landscaped in the park, the amusement park will be renovated, and ravines, gardens and a cascade of ponds will be rehabilitated.
