Deputies of the State Duma in the third reading adopted a law that increases fines to 100 thousand rubles for utilities that do not meet quality standards for resource supply organizations (RSO), according to the website of the lower house of parliament on Tuesday, May 20.
The document supplements Article 7.23 of the Code of Administrative Offences of the Russian Federation (Code of Administrative Offences of the Russian Federation). According to the amendments, a two-stage punishment system is being introduced for RSO for poorly rendered services (for example, dirty water, turning off lights and heating in winter).

According to the parliamentarians, the new sanctions will ensure maximum protection of consumer rights, as well as improve the quality of public services provided.
The current fines for public utilities have been in place since 2007. The need for their revision was stated by the chairman of the State Duma Vyacheslav Volodin. “Currently, for officials of resource—supplying organizations, the fine does not exceed 1 thousand rubles, and for legal entities – 10 thousand rubles. Therefore, it is easier and cheaper for them to violate than to provide quality services on time,” Vyacheslav Volodin noted.
