The water tower of the Rigel battery plant (Tudor) on Professor Popov Street will be preserved. According to the company “Titan Dismantling System”, as part of the redevelopment of the industrial area, it was decided to restore the lost elements of the tower and make it the dominant of future residential development.
The territory of the plant will be built up only partially — the production itself has been optimized and will continue to work. Now a site is being cleared here for work. The project was controversial from the very beginning — the developer received the necessary approvals from the KGIOP, and the urban protection community opposed the demolition and challenged the permission to build this place.
Judging by the archival materials, the historical buildings of the first battery factory in the country were built in 1900-1913. But the technical accounting documents refer the buildings to the 1920s, that is, they do not fall into the category of pre-revolutionary buildings that cannot be demolished. The city defenders asked to recognize the technical accounting documents as illegal and after a number of court sessions in January this year they finally lost the court.
The tower belongs to the historical complex of buildings, and despite the fact that it is not under protection, the developer decided to restore it and fit it into a new building.
— Although we are not burdened with the requirements of the current law, we made this decision ourselves, — explained the company “Titan dismantling system”. — According to Rosreestr, the tower, like other buildings of the plant, was built after the revolution, but it is a part of the history of the city that should be preserved. Taking into account the situation and the opinion of experts, we decided to recreate the lost elements of the tower and make it the point of attraction of the future residential quarter.
Urban defenders Anna Kapitonova and Anton Mukhin noted that the tower is only a small part of the complex of historical buildings of the plant, and we would like to preserve them all. So the urban protection community does not consider the situation to be an agreement between the parties, just an example of business goodwill, which does not always happen. In the St. Petersburg VOOPIK, the decision was considered sound for building in the center. According to the head of the department, Anton Ivanov, it is better to solve such situations through dialogue and negotiations, rather than bring them to court.
The production complex of the Rigel Society of Russian Battery Plants (“Tudor”), founded by an engineer from Luxembourg, Henri Tudor, is located between Professor Popov Street, the disappeared Sursky Lane and a section of Grote Street. In Soviet times, the plant was renamed Leninskaya Iskra and expanded. The territory of the Rigel battery plant was purchased in the spring of 2020, in 2021, the KGIOP agreed on a construction project for three adjacent plots on Professor Popov St., 38, also facing the Karpovka embankment. The term of the issued construction permit is until 2029.
