Many leading Russian experts and companies took part in the preparation of the standard, including those specializing in the construction of individual houses and the production of house kits, and their opinions were also taken into account. In particular, during the development period, the standard was tested by five developers and manufacturers of house kits in order to adapt its provisions to the current market: the “pilot” was attended by GC “Airplane”, GC “Unistroy” (“Corner”), GC “LCD “Maslovsky”, GC “Partner” and GC “Segezha Group”.

The standard includes 45 criteria grouped into eight categories: architecture, environmental safety and site management, infrastructure, organization and management of construction, comfort and quality of the internal environment, energy efficiency and atmosphere, building engineering, materials and resource efficiency, production and consumption waste. Depending on the number of criteria taken into account, the residential housing facility will be awarded a “gold”, “silver” or “bronze” rating. In total, the project can score a maximum of 90 points, to get the highest rating, you need to get at least 63 points, “silver” — 54 points. To confirm compliance with the standard and assign the bronze rating, it is necessary to fulfill basic criteria, including the use of energy-efficient space-planning solutions, responsible construction, comfortable living conditions in the house, improved energy consumption and controlled consumption of thermal energy, acoustic comfort.

Commenting on the appearance of the new GOST R, Deputy Prime Minister of the Russian Federation Marat Khusnullin stressed that the residential housing market has been showing high growth rates in recent years: in particular, last year, 59 million square meters of 110 million square meters of housing introduced in the country fell on private homes. “Russians are interested in building them, and for many families this type of housing is the most preferable. The application of the new national standard in construction will improve the quality and comfort of citizens’ living in private homes, reduce energy costs, reduce the need for new generating capacities, which will have a positive impact on the environment. It will also give a new impetus to the development of transport and social infrastructure, stimulate the implementation of modern landscaping measures,” Marat Khusnullin believes.

“The introduction of green GOST R individual housing construction is an investment in the future. The standard is based on the best practices of housing and communal services, which developers will be able to look up to in the preparation and implementation of projects. For people, this will also be a benchmark that allows them to assess the quality of private homes and their energy efficiency. All this will make private housing construction more modern, environmentally friendly and accessible to a wide range of consumers and attractive to investors,” adds the CEO of Dom.Russian Federation” Vitaly Mutko.

A distinctive feature of GOST R for residential housing in the “House.The Russian Federation” refers to the possibility of preliminary indication of standard projects that meet the green standard for residential housing, according to a number of criteria posted in the digital superservice for construction (website — “Building.house.rf”). As for low—rise residential complexes that are implemented under a construction contract using escrow accounts, their information field is a unified information system for housing construction (website — “Our.dom.rf”).

Of course, two points are worth noting in particular. The first: according to the first Deputy Minister for Construction and Housing and Communal Services Alexander Lomakin, quoted by the telegram channel “Laws of Construction”, at the design and construction stage, a green project can be 5-10% more expensive than usual. However, these costs will pay off, as savings during the operation of buildings can reach up to 50-60%.

And the second: the green GOST R for residential housing, as well as GOST R for apartment buildings, is a recommendation standard. But this is for now: it is possible that green standards will become mandatory over time, repeating the fate of information modeling technologies that have gone from “good” to “no other way” in a few years. It is also possible that even now banks, assessing potential applicants for loans, will also assess their willingness to meet the criteria of GOST R and pamper them with at least some buns for this.

And such standardization can affect the final price of a product in a way that is pleasant to customers (and today it is more important than ever) and satisfy their environmental, economic and other expectations to the maximum. In addition, if a number of market leaders participated in the development of GOST R, then for them it is more likely to legitimize and fix in standards those approaches that they are already implementing.
