The most comfortable cities to live in Russia have been named

Among the millionaires in terms of the quality of the urban environment, Moscow, St. Petersburg and Nizhny Novgorod became the leaders. Of the small towns, Istra and Mozhaisk have the highest comfort index

According to the results of calculating the urban environment quality index for 2023, 759 of 1117 Russian cities were recognized as favorable for living. Now their share is 68% of the total number of cities. Deputy Prime Minister Marat Khusnullin told reporters about this at a press conference. In 2022, there were 156 fewer such cities — 603. The urban Environment Quality Index is published on the website of the Ministry of Construction of Russia.

“The urban Environment Quality Index is not a competition of cities, but an effective tool for determining the priorities of their development. It helps to understand what priority measures need to be taken to solve problems, which areas need to be actively developed in order to improve the quality of the urban environment and, as a result, improve people’s living standards. So, according to the results of last year, the share of cities with a favorable environment increased to 68% in five years — their number reached 759. The average index value was 200 points. Compared to 2019, it has grown by 18%. I would like to emphasize that all three achieved indicators are higher than the planned values of the national project,” Khusnullin said.

The urban environment quality index is calculated annually by the Ministry of Construction on the basis of data from the subjects of the Russian Federation, the Ministry of Internal Affairs, the Ministry of Culture, Rospotrebnadzor, Rosstat, Dom.RF. The index evaluates 36 different indicators of environmental quality, which characterize the six most in—demand types of spaces – housing, public-business and social-leisure infrastructure and adjacent spaces, green areas, embankments, street infrastructure and citywide space.

Each of them is evaluated according to six indicators that characterize the urban environment — safety, comfort, environmental friendliness, identity and diversity, modernity of the environment and the effectiveness of government. Each indicator is evaluated on a ten-point scale, the values are summed up and form a final quality index. The maximum number of points a city can score is 360. The urban environment is considered favorable if the quality index is more than 180 points.

According to the Ministry of Construction, Moscow (304 points), St. Petersburg (270 points), Nizhny Novgorod (237 points), Kazan (226 points) and Krasnodar (225 points) became the most comfortable cities with millions of people last year.

Khanty-Mansiysk (252 points), Surgut (228 points), Norilsk (225 points), as well as Murmansk (212 points) and Nizhnevartovsk (210 points) are recognized as comfortable among cities with a population of 100 thousand to 1 million people.

Among the small towns (with a population of 25-50 thousand people), the most comfortable, according to the index of the ministry, were Istra (254 points), Mozhaysk (251 points), Staraya Russa (251 points), Protvino (249 points) and Krasnoznamensk (248 points).
