The values are determined separately for each region. In some regions, the cost per square meter will be increased by up to 6.4%, in others it will be lowered up to 2.3%, and somewhere it will remain at the current level
The Ministry of Construction has developed a draft order on changing the average market value per square meter of housing in the fourth quarter of 2024. This is a quarterly updated document that is needed to calculate social payments from the federal budget to privileged categories of Russians for the purchase or construction of housing. The latest version is posted on the Federal Portal of draft regulatory legal Acts.
As follows from the draft order, as well as a similar document currently in force, the largest increase in the average market value of a “square” of housing is planned in three regions:
In several regions, the market value per square meter of residential real estate is declining. Thus, a decrease of 2.3% is expected in Dagestan (from 85.9 thousand to 83.9 thousand rubles), by 1.8% — in Northern Alania — Ossetia (from 77.5 thousand to 76.1 thousand rubles), by 0.9% — in the Leningrad region (from 128.8 thousand to 127.6 thousand rubles).
In some regions, the previous standard has been retained. For example, it will not change in St. Petersburg. As in the third quarter, it will remain at the level of 165.3 thousand rubles per 1 sq. m. In Moscow, this value will increase by 3.6% (from 171.7 thousand to 178 thousand rubles), in the Moscow region — by 1.8% (from 153.2 thousand to 155.9 thousand rubles).
As specified in the explanatory note to the draft order, the average market value per square meter is calculated according to the methodology approved by the Ministry of Construction in March this year, and takes into account Rosstat data on the average cost of housing in Russia. The values from the order must be applied by all executive authorities that issue housing certificates.
With the end of the preferential mortgage, the growth of housing prices in Russia has slowed down sharply. According to “Dom.The Russian Federation”, in July, prices increased by 0.4% on average across the country (against 1% in May and 1.4% in June). Price growth has slowed in nine of the ten largest regions in terms of housing under construction. And in Moscow, prices for apartments in new buildings even decreased — by 0.2% in a month.
