The authorities have given a forecast for the growth of utility bills until 2027

In 2025, housing and communal services (utilities) will rise in price by an average of 12%, then price growth will slow down significantly

Utility bills of Russians will increase by an average of 11.9% from July 1, 2025. Such data are contained in the forecast of socio-economic development of the Russian Federation for 2025-2027, submitted by the government to the State Duma together with the budget package.

The document explains that in 2025, the indexation of the total payment of citizens will be formed from the projected inflation and the rate of change in prices (tariffs) in the field of gas supply and in the electric power industry.

In 2025-2027, when approving utility tariffs, additional costs will also be included for the implementation of investment programs and projects for the modernization of communal infrastructure. We are talking about 1.5% in addition to revenue annually, the document clarifies.

“Taking into account these factors, the index of citizens’ utility bills is projected at 11.9% in 2025, 5.4% in 2026, and 4.8% in 2027,” the forecast says.

According to the document, electricity prices for Russians will rise by an average of 12.6% from July 1, 2025, by 5.2% from July 1, 2026, and by 4% from July 1, 2027.

It is assumed that gas tariffs will rise by 10.3% from July 1, 2025, by 4.3% from July 1, 2026, and by 4% from July 1, 2027.

Utility tariffs in Russia are traditionally indexed on July 1. In 2022, tariffs were increased twice: in July and December, so no indexing was carried out in the summer of 2023. This year, housing and communal services prices have increased by 9.8% on average in Russia: most of all in the Trans—Baikal Territory (up to 15%), and least of all in Khakassia (by 4%). In Moscow, since July 1, utility tariffs have increased by 11%.
