For Vladislav, buying real estate in Bali was the first experience of investing in foreign projects: before that, his portfolio was limited to meters in Moscow and the Moscow region — mainly for himself in order to save capital.

The influx of expats is a driver of the real estate market growth

According to the Denpasar Migration Center, the number of applications for KITAS has stabilized after the boom of late 2023, when the demand for relocation to the island rose by 64% compared to 2022. In 2024, Bali attracts about 700 expats receiving long-term visas and KITAS every month.
Market regulation: overheating protection
The downside of the explosive growth of the Bali market in recent years has been the possibility of imposing a moratorium on construction in the most popular areas of the island. According to the national ANTARA News agency, Bali authorities have proposed a two-year ban on the construction of hotels, villas and beach clubs in Denpasar, Badung, Gianyar and Tabanan.
The reason for the moratorium was the misuse of land: rice fields are massively turning into commercial facilities without appropriate permits.
The moratorium is not a critical blow to tourism and the real estate market, but rather a reasonable measure to prevent overheating. Bali authorities seek to regulate the market by balancing the island’s tourism potential and the conservation of its natural resources.
For a long time, existing restrictions on the use of agricultural land for construction, although they acted on paper, were systematically bypassed in practice: fields are quickly turning into commercial plots built up by villas and residential complexes.
