By its fifth anniversary, Rosstroycontrol has developed and launched in test mode an automated system “Construction Control Management Program” (START-up). As noted in the department, the novelty is for the benefit of all participants in the construction process
The geography of its presence is 84 subjects, the number of controlled construction projects has increased 35 times — to more than 3.2 thousand diverse facilities, almost two thousand facilities already put into operation (among them 241 thousand square meters of landscaped territories, eight embankments with a length of 11.6 kilometers, 354 highways, 1,347 engineering infrastructure facilities and 113 schools), work within the framework of federal projects and programs “Housing and Urban Environment”, “Incentive”, “Clean Water”, “Seismic”, “Construction”, “Infrastructure menu” and a number of others, as well as within the framework of individual regional development programs, close cooperation is no longer only with the Ministry of Construction, but also with the Ministry of Health, The Ministry of Culture (including cultural heritage sites), the Ministry of Agriculture, the Ministry of Natural Resources and others… Rosstroycontrol, established in April 2019, which focuses on the construction of facilities of special social significance, summarizes the results of the first five years of operation.
However, customers and contractors dealing with this structure subordinated to the Ministry of Construction are probably more interested not in the results, even if they are so impressive, but in the prospects. First of all, they are related to the automated system “Construction Control Management Program” (START-up), the trial run of which began this April.
Back in 2021, Rosstroycontrol had a construction monitoring system, thanks to which its wards can see in one information shell both theoretical data on all their facilities (contracts, deadlines, financing) and practical information — the one that inspectors who come to construction sites see (how construction is underway, how many equipment and people are involved and so on). The launch is primarily aimed at improving the quality of the construction control itself, as well as unifying its format (we are talking about creating uniform forms of documents, a common approval process for all, and so on).
I must say that Rosstroycontrol, it turns out, is very picky, if not picky in choosing “technological assistants”. For example, they have so far refused to use robobacks in construction control: they say their current intelligence is not too high, the functionality is insufficient and does not cover all needs, therefore, the department is more interested in drones capable of carrying out large-scale monitoring of construction sites. So everything was not easy with the construction control management system.
“The problem was that the system had to function only in the contour of our organization, but at the same time give access to information to customers and construction contractors so that they could see all the violations recorded in real time. Starting in 2020, we went through all the construction control systems on the market: some of them were too simplified, some just required mandatory participation in the work of customers and contractors. And we are also present in all regions of the country, and the landscape of digital maturity there can vary dramatically. In short, the existing systems did not suit us, so it was decided to form our own vision and look for a developer on the market who could implement such a system, and we would purchase licenses for this software,” recalls Sergey Belov, Deputy General Director of Rosstroycontrol for Digital Development.

As a result, everything worked out, albeit not quickly, and in April the system was launched at five sites in different regions: among the pilots is a two—stage highway as part of the Three Volcanoes tourist cluster in Kamchatka, a sewage pumping station in Petropavlovsk, a water intake node in Dmitrov near Moscow and a Nizhny Novgorod aeration station. As noted in Rosstroycontrol, the LAUNCH is beneficial to absolutely all construction participants, for whom information becomes clearer and more comprehensive, data acquisition is faster, the construction process is more transparent, the timing of elimination of violations is more controlled, and so on. According to Vladimir Shcherbinin, Director General of the Federal State Budgetary Institution Rosstroycontrol, financing for the launch of the project for this year has been laid down: now everyone is waiting for the test results, and if the inspection staff agrees that the LAUNCH is a convenient, one hundred percent working tool for construction control, then the start can take place as early as July 1.
As Sergey Belov emphasizes, in the future, a database of typical violations will be formed on the basis of the data obtained with the help of START, which will form the basis for artificial intelligence training. Vladimir Shcherbinin admits that this year Rosstroycontrol is unlikely to have time to switch to AI programs, but in 2025 it will be quite enough.
