Russian President Vladimir Putin signed a law on increasing fines to 100 thousand rubles. for resource-supplying organizations (RSO) for poorly rendered housing and communal services (housing and communal services). The relevant document is published on the official portal of legal information.

The Law supplements Article 7.23 of the Code of Administrative Offences of the Russian Federation (Code of Administrative Offences of the Russian Federation). According to the new standards, a two-stage punishment system is being introduced for the RSO for poorly rendered services (for example, dirty water, turning off lights and heating in winter).

So, at the first violation, a fine will be provided:

  • for officials — 10 thousand rubles.;
  • for legal entities — up to 50 thousand rubles.
  • In case of repeated violation:

  • the official will be fined three times more — 30 thousand rubles.;
  • the amount of the fine for a legal entity will double to 100 thousand rubles.
  • Last week, the deputies adopted this law in the final reading. Parliamentarians explained the need for amendments by low fines for public utilities and the need to update them. The current fines for public utilities have been in place since 2007.

    The need for their revision was stated by the chairman of the State Duma Vyacheslav Volodin. “Currently, for officials of resource—supplying organizations, the fine does not exceed 1 thousand rubles, and for legal entities – 10 thousand rubles. Therefore, it is easier and cheaper for them to violate than to provide quality services on time,” Vyacheslav Volodin noted. The new sanctions will ensure maximum protection of consumer rights, as well as improve the quality of public services provided, according to the State Duma.
