Mortgage issuance in Russia will fall by 42% in 2024 — the reason is high rates and the cancellation of preferential programs

The total volume of housing loans issued by Russian banks in 2024 will amount to 4.6 trillion rubles, which is 42% less than in 2023, Deputy President and Chairman of the Board of VTB Georgy Gorshkov said at a press conference. In general, this is comparable to the figures for 2022.

It is predicted that the main drop will occur in the second half of the year — 1.8 trillion rubles of mortgage loans are expected to be issued, which is 37% less than in the first half of the year. The reason was that, in parallel with the increased rates on market programs, the main preferential mortgage program ended on July 1, 2024, the “family” mortgage became more limited, and the limits on IT mortgages are constantly running out.

The first half of the year was quite successful, primarily due to the June surge in demand before the cancellation of the state support program. “The high demand in June ended the four—year rally of the most popular state support program on the market with a rate of 8%,” says Georgy Gorshkov. — The upcoming change in the terms of the “family” mortgage has also fueled demand.” In the second half of the year, according to him, even the peak in demand in November-December will not compensate for the drop in housing loans, and as a result, the total volume will decrease by about a third. And the results of the year will be close to the results of two years ago. Nevertheless, the “family” mortgage will still remain the leader among mortgage programs due to high market mortgage rates.

According to the results of 7 months of 2024, VTB customers received 155 thousand housing loans worth 780 billion rubles, which is 15% more than in January-July 2023. 37% of the issue was for a family mortgage, sales of which doubled compared to the same period in 2023, followed by a mortgage with state support in 2020 (20.5%). 11.7% of the total volume of all mortgages were issued for IT mortgages.
