Максут Шадаев: застройщики могут передавать «Почте России» часть площадей на безвозмездной основе

Developers must donate part of the ground floor space to the Russian Post free of charge in order to ensure the presence of the organization in places of mass construction. This idea was put forward by the head of the Ministry of Finance Maksut Shadaev. According to him, the Russian Post needs to be helped to provide social services, without state support, the Post will not be able to develop, its subsidies were canceled ten years ago.

The head of the Ministry of Finance stressed that the Russian Post performs a social function according to
to provide services throughout the country, while in a number of localities the organization is the exclusive representative of the service infrastructure. In addition, the offer of state support is due to the fact that many Russian Post services must be available, so the organization cannot significantly increase tariffs.

Natalia Sazonova, Managing Director of the real estate agency NF Dom, comments on the idea with developers:

Natalia Sazonova, Managing Director of the real estate agency NF Dom, “We understand that it is necessary to allocate space for some social infrastructure facilities. This is probably more easily perceived when it comes, for example, to children’s institutions, schools, even medical institutions, if the building is large. It is probably unclear to the general population why exactly the Russian Post will be awarded such a right to receive free premises, because even, as far as I know, Moscow rents space for the MFC or finds premises that belong to the city to accommodate such important institutions. The Russian Post has not been popular in recent years, they are trying to support it in various ways, including commercializing these premises. There were many jokes that now canned food and cucumbers are sold at the Post Office, small shops with the function of post offices, but those receiving commercial benefits, including from the sale of some products, will need to be placed free of charge. I am sure that such an initiative will not be received with a bang, but, on the other hand, the Post Office does not take up so much space, even if you take a conditionally large room of about 100 square meters, then in a building of 100 thousand square meters it is only a tenth of a percent. Therefore, yes, if this is lowered as an indisputable initiative from above and developers have to make such concessions, then this will fall back into the retail price of apartments, but it will affect them in terms, if we recalculated with you per square meter, 100 thousand square meters of construction is a tenth of a percent of the price per square meter.”

Earlier, the idea was discussed to oblige the owners of marketplaces, whose annual revenue is 1 billion rubles and above, to pay the Russian Post an infrastructure payment in the amount of 0.5% of the quarterly turnover of goods. As a result, it was agreed that the platforms would provide non-payment assistance to the Russian Post.
