Domklik estimated a decrease in demand for preferential mortgages in February

Against the background of restrictions in terms of preferential programs, interest in them has been declining for the second month in a row

According to the results of February 2024, the share of preferential mortgages in the total volume of loans in Russia amounted to 38%, according to a study by Domklik analysts provided to the editorial office by the press service of Sberbank. The statistics include Savings Bank mortgage transactions in the leading regions in terms of mortgage demand.

In December, this indicator was at the level of 60.7% (the historical maximum), but in January it fell to 48%. “As a result of significant restrictions in the terms of preferential programs, the indicator returned to the values of the first half of 2023 before the increase in mortgage rates for basic programs,” the study explains.

According to the results of February, the leadership in demand among state programs is in the program with state support (17.7%). In second place is the “Family mortgage” (16.5%), followed by the “Far Eastern and Arctic mortgage” (2.9%). The rest of the preferential programs accounted for less than 1%.

Domclick notes that the share of preferential programs has significantly decreased in the regions of the top 10 in mortgage demand: in the Sverdlovsk region, the figure was 33%, in Moscow – 36%, in the Republic of Bashkortostan — 39%, in St. Petersburg and the Rostov region — 43% each, in the Republic of Tatarstan — 44%. The maximum value of the indicator was noted in the Krasnodar Territory — 53%.

“The highest proportion of preferential mortgages is noted in those regions where there are regional programs,” Domklik’s review notes. — So, in the Republic of Tyva, where the regional program “State Support” has been operating since September (the rate is additionally subsidized from the budget; at the time of publication in the region, the program rate is 2%. — RBC-Real Estate), preferential mortgages accounted for 90% of all loans.” High rates are also typical for the regions where the Far Eastern and Arctic Mortgage program operates:

  • The Republic of Sakha (Yakutia) — 71%;
  • Sakhalin Region — 65%;
  • Arkhangelsk region — 61%;
  • Republic of Buryatia — 58%;
  • Primorsky Krai — 57%;
  • Magadan region — 54%.
  • Earlier, Domclick assessed the redistribution of mortgage demand between the sectors of new buildings, secondary housing and individual housing construction. The share of new buildings in the total issue decreased to a minimum of 14.8%, the share of secondary buildings increased to a maximum since August 2023 and amounted to 62.8%. In the residential housing segment, the indicator has updated another record and reached 19.3%.
