In the structure of demand, the first place with a share of 20% is occupied by the program “State Support”, the second with 18% is “Family mortgage”
The list of regions in which the most mortgages were issued under state programs in March 2024 was headed by the Moscow Region, Krasnodar Territory and Tyumen Region, follows from the review provided to the editorial board by Domklik analysts.
In the Moscow region, according to Domklik, 1,591 million preferential mortgage loans were issued in March, 1,291 million in the Krasnodar Territory, and 941 thousand in the Tyumen Region. The Republic of Bashkortostan (928 thousand), Moscow (899 thousand), St. Petersburg (877 thousand), the Republic of Tatarstan (820 thousand), Sverdlovsk (715 thousand) and Chelyabinsk (450 thousand) regions were also among the leading regions.

On average, in the regions of the top 10 in Sberbank’s mortgage issuance, the share of preferential mortgages in March amounted to 40%, an increase of 3 percentage points by February. “The current level of demand for preferential programs is still higher than in the first half of 2023,” Domklik notes.
As for the structure of demand for mortgage state programs, the first place with a share of 20% is occupied by “State Support”. Analysts note that among the top 10 regions in terms of issuance, the Krasnodar Territory has the maximum share under this program (30%). The share is higher in regions where significant volumes of construction are accounted for by residential housing — for example, the republics of Tyva (56%), Khakassia (36%), the Kaliningrad Region (34%).
The second place in the issuance of preferential programs is occupied by the Family Mortgage program with a share of 18%. “The greatest demand for the program is observed in the Republic of Adygea, the Tyumen and Astrakhan regions, the Stavropol Territory, the Republics of Tatarstan and Mari El, as well as in the metropolitan regions of St. Petersburg and the Moscow region. In these regions, the share of “Family mortgages” in the total number of loans is 25-30%,” the review notes.
The Far Eastern and Arctic Mortgage program accounted for 2.7% of all Savings Bank loans in March. The remaining programs in the bank’s mortgage portfolio occupy 0.4%. “At the same time, given the resumption of IT mortgages, the distribution of loans under preferential programs may change significantly in the near future,” analysts conclude.
Earlier, Sberbank gave a forecast for the growth of mortgage demand in the second quarter of 2024. According to Alexey Leipi, director of the Domclick division of Sberbank, in monetary terms, the growth may amount to 20%, in transactions — 13%.
