Having analyzed the ads for the sale of houses on Domklick that were relevant for September 2024, analysts of the savings division calculated* the median cost per square meter of the offer and thus determined how much suburban real estate costs in the regions where the largest cities of the country are located. It is worth noting that Moscow and the Moscow Region have become separate, independent participants in the study, while St. Petersburg is also mentioned in it in a separate line, but the Leningrad Region is not, from which it can be concluded that their analysts decided to combine them.
In short: the cheapest “fence” can be bought in the Volgograd region. And the most expensive one is not in Moscow.
I must say that, although the Volgograd Region became the September leader of the rating presented by Domclick, it did not become a crazy gap from the “pursuers”. Its 44.1 thousand rubles per country square meter is only slightly less than the indicator of the Perm Territory (50.7 thousand rubles) or the Omsk region (51.5 thousand rubles). The Krasnoyarsk Territory (53.3 thousand rubles) and the Chelyabinsk Region (53.9 thousand rubles) also entered the top 5 regions with the most affordable offer.
According to analysts, the highest prices for country houses turned out to be in Tatarstan (69.9 thousand rubles per square meter), the Moscow Region (78.7 thousand rubles), the Krasnodar Territory (81.8 thousand rubles), Moscow (which took second place with an indicator of 126.4 thousand rubles, although the official press release does not explain which it is the Moscow real estate in Domklick that is considered suburban) and St. Petersburg (apparently, along with the Leningrad region, which for a couple reached the mark of 132.3 thousand rubles per square meter).
In general, summing up the results of this summer in the suburban real estate market, the experts of the division “CIAN.Analytics”* emphasize: its market activity was lower than a year ago. For example, indicators of potential demand (the number of ad views on the site cian.ru ) are inferior to last year’s by a quarter and are thus at the level of the summer of 2022, and no noticeable fluctuations in demand dynamics for June — August were recorded.
There was also no single price trend, although in most regions (53 out of 82 studied “CYAN.The average cost of houses continued to rise, mainly due to higher prices for building materials, a shortage of labor and faster sales of inexpensive lots (not surprising, everything has been the same as always lately). In 11 more regions, the cost remained almost unchanged (increased or decreased within 1%), in 18 regions the dynamics was negative.
For reference: the largest growth was recorded in Ingushetia, Chelyabinsk, Ivanovo and Smolensk regions (by 10-12% in three months), the largest decrease was in the Arkhangelsk and Murmansk regions (by 10-11%). And in general, the most regions with negative price dynamics are in the Northwestern Federal District: these are the northernmost locations (Karelia, Komi, Arkhangelsk and Murmansk regions), where the suburban market is not too developed, as well as the Leningrad Region and St. Petersburg.
“It is noteworthy that in the Moscow region, the average cost of houses has also decreased over the summer (-5%), and this is not the first time that negative price dynamics in the suburban market has been recorded in the metropolitan region. A similar situation already existed in the Moscow region last year, and in Moscow in 2022: due to a very high check, buyers began to consider neighboring regions, and then the capital’s sellers stopped raising prices. In addition, the structure of the offer has changed — more small—area facilities have appeared on the market in Moscow and the Moscow region, which means that they have a lower cost,” experts say.
By the way, negative price dynamics was also recorded in the region — the leader in the number of country houses for sale — in the Krasnodar Territory (-6%). At the same time, among the regions with positive price dynamics are the areas around the Moscow and St. Petersburg regions, where demand is shifting from expensive locations, as well as the subjects of the Volga Federal District, the Urals, and Siberia with a high share of industry in the economic structure, in which incomes of the population increased markedly in 2023-2024.
“As a result, since the price dynamics was negative in the regions with the largest volume of active supply in the suburban market, the average Russian value also decreased slightly over the three summer months. If at the end of May the average cost of a country house in the Russian Federation was 10.6 million rubles, then at the end of August it was 10.4 million rubles. Last year, during this period, the average cost of a country house in the Russian Federation also decreased by 1.1%,” CIAN estimates.Analytics”.
But land plots continue to rise in price systematically. In June — August, the average weaving of land in the country became more expensive by 7.7% (these data are relevant for plots ranging from 5 to 50 acres). Moreover, in terms of popularity, the plots are in no way inferior to ready-made houses: increasingly, people prefer that construction be carried out under their personal control, or even built independently.
This summer, there was something atypical for the suburban market: the volume of supply increased by 7%, and growth was typical for most regions (67 out of 82 analyzed). “This is a non-standard situation for the market, usually the choice in the summer period decreases, since it is during the warm season that most transactions take place. Similar dynamics were observed in 2020 and 2022, when external market events limited demand, which led to the accumulation of lots in active supply. This year, such an “external factor” (although of lesser strength) was what is happening in the new building market,” CIAN believes.Analytics”.

In the meantime, all participants in the series “Life outside the City” will not be prevented from familiarizing themselves with the provisions of draft law No. 633966-8 “On Amendments to Certain Legislative Acts of the Russian Federation (regarding the regulation of certain issues in the field of land legislation)”*.
Explaining the essence of the document, the telegram channel “Laws of Construction”* notes several of its important provisions. In particular, the bill introduces the obligation to register the rights to built houses (as well as premises, parking spaces in such buildings, structures). Citizens who evade registration will be administratively liable.
According to the explanatory note to the draft law, according to the results of the analysis, it was revealed that on the territory of each subject of the Russian Federation there are from one thousand to five thousand individual residential buildings that are actually used by citizens. At the same time, such houses are not on the state cadastral register and the rights to them are not registered. Such a situation, on the one hand, poses a threat to the protection of the rights of citizens who carried out construction at their own expense, since in the absence of state registration they are not owners of real estate, and on the other hand, does not allow local governments to have reliable urban planning information about housing construction in the territory of the municipality, does not allow proper statistical accounting of housing the fund creates shortfall in local budget revenues due to the fact that residential buildings are not taxable until the registration of rights to them.
In addition, amendments are being made to the Urban Planning Code, which enshrine the obligation of owners and tenants of land plots on which capital construction facilities are located to use these plots in accordance with the established purpose and VRI. The fact that buildings on the ground for individual housing construction cannot be used as a store or tourist site, everyone seems to know or at least understand it intuitively. However, the absence of norms enshrined in the Code leads to numerous violations: in 2020-2023, the Federal Register of State Statistics revealed 4,238 of them.

The absence of this information in the Unified State Register of Real Estate actually does not allow the state to ensure proper accounting of land resources, primarily in terms of the area of land owned by private individuals and owned by the state or municipal. Therefore, the bill states: if the specified information is not entered into the EGRN, then the transaction on the basis of which the state registration of rights, restrictions of rights and encumbrances of the land plot is carried out will be suspended.
