August 7 — round table “Housing and communal services in St. Petersburg and Leningrad region: growth factors”

According to the Sber, residents of St. Petersburg and the Leningrad region took out a record number of loans for housing and communal services in June 2024. The activity was spurred by the cancellation of state-backed mortgages and restrictions on family mortgages.

Escrow accounts were allowed to be used for the construction of residential housing, and in July, Russian President Vladimir Putin signed a law allowing maternity capital to be spent on residential housing using escrow. The beneficiary will be the builder of the house, who will receive funds after completion of the work, and if the contract is interrupted, the mother capital will be returned to the family.

In general, the construction of residential housing in Russia is proceeding at a high pace: commissioning increased by almost a quarter in the first half of the year — 37.9 million square meters were commissioned. Deputy Minister of Construction Nikita Stasishin called on developers to build residential housing more actively, especially in small towns where family mortgages are available to families with two children.
