There is a renovation program in Moscow, and in other regions of Russia there are both local and federal programs for the demolition of old (dilapidated and dilapidated) housing stock. Residents of demolished houses receive new apartments or compensation for lost housing in return.

What is emergency housing?
Housing that is unsuitable for habitation or poses a danger to human health and life is considered emergency. According to government Decree No. 47, such can be considered housing, which is located in the building:
- officially recognized as an emergency;
- located in the industrial zone, engineering and transport infrastructure zone, sanitary protection zone;
- located in an area where the indicators of sanitary and epidemiological safety (radiation, noise, electromagnetic radiation) are exceeded;
- built in an area where emergencies are possible: landslides, mudflows, avalanches, floods, as well as man-made accidents;
- damaged as a result of accidents, fires, explosions, subsidence, earthquakes, as well as when restoration is impossible for technical or economic reasons.

How to find out that the house is recognized as an emergency
There are several ways to find out whether a house belongs to emergency housing or not. Here are the main ones.
How to find out about the demolition of a house under the renovation program in Moscow
Information about emergency homes and the implementation of resettlement programs is published in Moscow. To receive it on the official website of the Mayor of Moscow, you need to enter the section “Moscow Renovation Standard”, which is dedicated to renovation in the capital. The next step is to go to the “Program Map” section, which displays the houses included in the program, the buildings that are being relocated, as well as launch pads and residential buildings.
To check whether an apartment building is included in the renovation program, you need to type the street name in the search bar. After that, a list of houses that are included in the renovation program will appear. For each building, there is information on what grounds it is included in the program (for example, according to the results of voting in the My Documents centers and the Active Citizen system).

How to find out about the demolition of a house from the EGRN statement
In general, for all regions of Russia, the easiest way is to get acquainted with an extract from the Unified State Register of Real Estate (USRN). Since 2022, data on the accident rate of the house began to be included in the EGRN records, in connection with which you can order an extract from the Federal Register and get the necessary information. This information is additional and is included without the participation of the copyright holder.
To check the availability of information in the Unified State Register of Emergency Situations of a building (apartment building), you can use the official website of the Federal Register.
To search for information about a building, you need to:
- log in to the site;
- select the “Public Cadastral Map” tab;
- enter the type of object in the search bar, as well as the cadastral number or address of the house.
The information received about the building in the name of the house will contain the information “The building (apartment building) is recognized as an emergency and subject to demolition.”

How to find out about the demolition of a house through the Territorial Development Fund
Detailed information about the house can be found on the official website of the Territorial Development Fund (FRT). It presents both statistical data on work with emergency housing, and the timing of demolition and resettlement of houses, as well as all information on a specific house, explains Tatyana Napolskikh.
To check a specific house, you need to select the “Emergency Fund” tab, and then — the necessary criteria by which the search will be carried out, the expert adds.

With a quick search, when you just need to check one address, you can use the “site search” button located in the upper right part of the site. After that, information about the house will be displayed on the portal, if, of course, it is available, says Alexander Rayevsky.

How to find out about the demolition of a house on the website of the local administration
You can get information about the emergency condition of the house on the official website of the local administration. According to experts, it will appear there earlier than in any registry, but the search itself can be difficult, since the search for a particular house does not occur automatically.
On some administration websites, you can see separate blocks dedicated to emergency houses, in which the administration indicates information about the order of demolition of houses, deadlines and plans for the implementation of programs, explains Alexander Rayevsky.
“If an independent search did not yield results, you can contact the local administration in writing with an appeal for information on a specific house. The administration will send a response within 30 days,” adds Tatiana Napolskikh.

How to find out about the demolition of a house on the Dom service.MinZhKH”
Experts explain that to find the necessary information, you can also use the online service “Dom.MinZhKH”. This is part of the public initiative project “Ministry of Housing and Communal Services.
In total, the service database contains data on 934 thousand houses in 85 regions: the management company, photos and plans on the map, the number of floors, the year of construction and commissioning, the series and type of building construction. You can find out information about the house at the address or by the management company or HOA.
In order to check information about your home, you need to enter its address in the search bar or click on the name of the city, after which a list of emergency houses in this locality will appear, says Tatyana Napolskikh.

Which houses can be demolished
The reason for recognizing the house as an emergency and its further demolition is its critical or complete deterioration. You can initiate the start of the procedure either independently or at a general meeting of the residents of the house. It is at the meeting that the issue of sending an application to the interdepartmental commission and conducting an examination of the building is resolved, says Alexander Rayevsky.
At the first stage, a design and survey organization can give a conclusion about the accident rate of the house, whose employees will check the structures of the house. On average, such an examination costs from 50 thousand rubles. The company must be in the register of self-regulatory organizations (SRO) in the field of architectural and construction design. The company must attach to the conclusion an extract from the SRO register, which will confirm the authority to do house surveys, adds Tatyana Napolskikh.
After that, the necessary set of documents is collected:
- an application (from a specific owner or a general meeting) for an examination and recognition of the house as an emergency;
- copies of title documents;
- a power of attorney from the tenants, if a representative of the owners submits an application for all of them;
- the expert opinion of a specialized organization that conducted a survey of the house.
There are several ways to send a package of documents to the local administration:
- personally;
- by registered mail with delivery notification;
- through the portal “Public Services”;
- through the multifunctional center (MFC).

In order for a house to be included in the emergency register, there is a whole procedure. It looks like this:
- A special commission is examining the building. This can be done either by order of the housing inspectorate or the local administration, or at the request of the residents of the house;
- The members of the commission, among whom there must be specialists, examine the entire building: the roof, facade, supporting structures and basements. The commission will then issue a written opinion on the examination carried out;
- Within 30 days, the local administration will vote on the recognition or non-recognition of the house as an emergency. The results are determined by a simple majority, in case of equality, the chairman of the commission has the deciding vote;
- if the commission voted to recognize the building as an emergency, then the head of the local administration issues a written order within 30 days to include the house in the list of emergency housing and on the terms of resettlement of residents;
- applicants are notified of the decision within five days when the house is recognized as an emergency, the State Housing Inspectorate is notified about this.
“The schedule for the resettlement of emergency homes is made at the regional level. Usually, the order is determined simply by dates: which house was previously recognized as an emergency, that one will be settled earlier,” Alexander Rayevsky summarizes.
