From November 1, Russians will begin to receive summonses for conscription in electronic form. The Government has published a corresponding resolution on the rules of operation of the Unified Register of Military Registration, signed on April 19.

We are talking about subpoenas informing citizens about conscription into the army. The military enlistment office will send them by registered mail, as well as through the portal of Public Services. Moreover, it is important to know that the summons will be considered handed over from the moment it is posted in the conscript’s personal account on Public Services or from the moment the corresponding letter is received.

Even if a man did not see the summons, for example, he does not have registration in Public Services, and did not receive a registered letter, the very fact of placing the summons in the Unified Register of Military Registration will be enough to confirm its delivery. “In this case, if the summons was not delivered by one of the above methods, it will be considered handed over 7 days after publication in this register,” explained Georgy Mokhov, head of the Persona Grata law agency.

From the moment of receiving the summons, a Russian is prohibited from traveling abroad, this follows from the new rules fixed in the Law of the Russian Federation “On the procedure for leaving the Russian Federation and entering the Russian Federation.” In addition, within 5 days he is obliged to hand over his passport to the Ministry of Internal Affairs.

If a man does not appear at the military commissariat without a valid reason, restrictive measures may be applied to him after 20 days. These include a ban on transport management, on concluding real estate transactions, on obtaining loans and loans, on registering an individual entrepreneur or self-employment.

If a Russian is called up for military service after he has booked tickets or a tour, he can arrange with the travel company to postpone the trip. Or issue a refund, but it must be borne in mind that the money will be returned minus the expenses actually incurred by the tour operator (FPR).

Thus, it is better not to plan trips during this period for men of military age who are eligible for conscription and do not have a postponement from service.
