The new rules for the accreditation of organizations classifying hotels should come into force in September 2024. This was stated by the head of Rosaccreditation, Nazariy Skrypnik, during parliamentary hearings in the State Duma Committee on Tourism and Tourism Infrastructure Development.

Now there are more than 19 thousand hotels on the market, which have a mandatory classification, of which more than 10 thousand are classified without stars. “With regard to objects without stars, we propose to abandon the classification with the participation of a classifier,” said the head of Rosaccreditation. The Service suggests replacing it with inclusion in the registry based on self-assessment. And for accommodation facilities claiming 1-5 stars, enter an assessment with the participation of classifiers. The same approach is supposed to be extended to sanatorium-resort establishments. Camping and glamping sites, guest houses and modular hotels are currently not subject to mandatory classification. It is proposed to extend it to them through inclusion in the register on the basis of self-assessment.
Self-assessment is suggested to be done using the Mobile Inspector application. “You will be guided by a kind of instruction. The application will record that you are in the facility and check all relevant criteria according to certain rules – there are about 60 of them. After all control points are fixed, the data is entered into the register, where they are moderated by Rosaccreditation employees for compliance with the stated requirements. After that, the object gets into the register, and you can start operating as a hotel without stars,” Nazari Skrypnik detailed.
To assign a star rating, it will already require the involvement of classifiers, whose work requirements will be tightened. The classifier company must have at least 5 experts (currently one). They will be prohibited from working part-time. Any affiliation of the classifier with hotels will be prohibited. And video recording on the checklist with the expert’s geolocation check will help to protect yourself from evaluating the hotel without leaving.
A register of experts and a digital profile of each individual expert will be created. To work, they will need higher education or professional training in the field of tourism, as well as at least two years of experience in the industry. Personal responsibility of experts will be introduced: more than two violations in the classification will lead to a ban on activities for two years.
According to the head of Rosaccreditation, the Service is currently finalizing the text of amendments to the law on tourism and will soon submit it for consideration to the relevant committee of the State Duma.
