People with any disability group, as well as families with children with disabilities, have the right to compensate 50% of the monthly amount for utilities, provided that they do not have debts to pay.

Compensation for housing and communal services payments to family members of deceased employees of law enforcement agencies, as well as the military, is paid directly by the Social Fund of Russia. You should apply with an application and documents confirming the right to benefits to the client service of the Social Fund of Russia, to the MFC or submit it through the portal “Public Services”. The decision on the award of compensation is made within five working days from the date of filing the application. Compensation funds are transferred according to the schedule from the 3rd to the 25th day of each month.

Other categories

Any individual citizen or family can apply for a subsidy to pay for housing and communal services, it is important to have permanent registration and the absence of a court-confirmed debt on utility bills for the last three years. However, the objective circumstances of a possible debt should be taken into account. The review of the Presidium of the Supreme Court of the Russian Federation dated June 17, 2020 stated that social support cannot be refused if the reasons for the debt are valid.

In addition to housing owners, members of a housing or housing construction cooperative, users of residential premises in a state or municipal housing fund, and tenants of housing under a lease agreement in a private housing fund can claim compensation.

Subsidy payments are made immediately for six months. If the documents are submitted from the 1st to the 15th day, then the subsidy is provided from the 1st day of the same month, if after the 15th day – from the next month.
