    If ten years ago the construction of a school by a developer was rare, today they are an integral part of most residential complexes. Sometimes, at the direction of the city authorities, developers build them in other areas where they are most needed. The schools themselves have changed: almost every school now has swimming pools, workshops equipped with laboratories, and other interesting features.

    In recent years, it has become customary that a significant number of secondary schools in St. Petersburg are being built by developers. With the advent of the Urban Planning Commission in 2021, no residential complex project receives a construction permit without passing it, and the main question on its part is to what extent the company will build social infrastructure. And if before that time someone managed to avoid this burden, now it is almost impossible. So, according to the results of the commission’s work, in 2024, developers will build 19 schools in the city with 16,550 places. According to the Construction Committee, developers commissioned 12 schools and 4 combined facilities — a school plus a kindergarten in 2022-2023.

    Multiple of 25

    “Today in St. Petersburg, the size of the school that the developer must build is determined by the Urban Planning Commission,” says Valentina Kalinina, General Director of the holding “RST”. — The main criterion is to provide future residential buildings with a standard number of places at school at the rate of 120 places per 1000 people. There may also be a surplus of places if possible. It is taken into account that the number of children in school should be a multiple of 25, since it is planned that there will be exactly that many students in the class. As a result, a stream of 11 classes is formed. Most often, you can find school projects for 550, 825, 1125 students and more, but in multiples of 25.”

    According to Sergey Sofronov, Commercial Director of PSK Group, In St. Petersburg, there is a shortage of places in schools in some locations. 25 people per class is a recommendation, but if the number of schools in the district is limited, then the number of children in classes is growing. Therefore, realistically, based on this, an institution for 1000 students is 3-4 classes for each year of birth, provided that there are 25-30 people in the class.

    “If a developer needs to create 1,000 school places, he can build two schools with 500 places each, or one building for 1,000 children,” says Natalia Kukushkina, head of the marketing group at CDU. “As a rule, it is easier to find one plot of land that meets all the standards than two different spots.”

    Size matters

    Of course, the smaller the school, the cheaper it is for the developer. However, this does not mean that children are uncomfortable in such a building. “Indeed, there are more and more large schools, especially in new urban neighborhoods,” said Dmitry Kalinin, director of the Severnaya Dolina project at Glavstroy St. Petersburg.Large-scale projects allow us to get away from standard solutions and create a variety of opportunities for additional activity in new educational institutions.”

      One of the largest schools in St. Petersburg is currently being built by Glavstroy St. Petersburg in the Severnaya Dolina for 1,750 places, as well as Setl Group in the Nevsky district near the Nevsky Sails residential complex for 1,650 places.

      In the opinion ofJulia Chernets, director of the directorate “Social facilities” of GC “A101”, schools designed for a large number of children are more economical in construction, but up to a certain limit. For example, the economy gets worse if there is excessive capacity, the length of corridors and the area as a whole. If it is unwise to approach the design, you can get a freak school from a giant school, which is expensive to build and subsequently operate.

      The expert believes that the need for schools is more acute now than, say, 30-40 years ago. At the same time, the territory should be managed more rationally. Therefore, more and more often several educational facilities are located in close proximity to each other. It turns out to be an educational cluster (for example, a school and two kindergartens), which only needs one large sports core on the street and several common areas. Moreover, it is better to distinguish the latter not by age groups, but by functional areas: a sports ground, a territory with geoplastics, a green zone, a playground. This way children communicate more with each other, and walks become more diverse.

        “A school of any size is designed based on the interests of children,” Natalia Kukushkina is sure. — According to the standards, each student in the classrooms should have at least 3.5 square meters of space — based on this indicator, the total area of the school building is calculated. Any modern school is designed based on the same requirements for lighting, room size, and equipment of a sports cluster.”

        The Aquilon Group notes that starting in 2019, by decision of the governor of the city, all schools should be provided with swimming pools. But if an agreement on social obligations was signed with the city before that date, then they are implemented according to the conditions agreed at that time. Nevertheless, most developers include a swimming pool in the project. So, in the LSR group It is noted that modern social institutions are necessarily equipped with swimming pools and adapted for children with limited mobility.

        As for architecture, in St. Petersburg, unlike Moscow, there is no standard for the construction of schools. But, according to Alexey Pyatnenkov, acting vice president of the GloraX project management unit, the architectural solutions of the school are determined by the requirements of regulatory documentation and the design assignment. According to the terms of the design assignment, the architectural interior concept album is coordinated with the city administration and then executed by the developer. The Aquilon Group adds that the architectural and urban appearance of the object must be necessarily coordinated with the chief architect of the city, as well as the district architect for compliance with urban planning standards. The interior is coordinated at the design project development stage with the future school principal directly appointed by the district administration.

        Cookeries, studios and art classes

        If the appearance of St. Petersburg schools as a whole does not differ in originality and echoes the architecture of the residential complexes in which they are built, then the interior and functional content may differ significantly and be completely unusual. “Our holding has developed a concept and started building the first Setl lyceum in the city,” says Olga Trosheva, director of the St. Petersburg Real Estate Consulting Center (Setl Group). — The concept is based on four principles: a unique teaching staff, modern methods of teacher-student interaction, an individual approach to each child, as well as innovative solutions in the interior and functionality. The school’s interior space is designed with a variety of outdoor multifunctional areas: coworking, a large hall for 510 people with a bandstand and an amphitheater, a lobby with cafes and game recreations. In addition to the usual classrooms, there will be a recording studio, a television and radio studio, art, technology and theater classes, libraries with media libraries and scientific laboratories. The sports and wellness cluster has two gyms, two swimming pools, and a salt room. And in the courtyard there is a large stadium with a football field, running tracks, volleyball and basketball courts, as well as areas for games and recreation for students. The school will operate full-time.”

All this requires a more rational attitude towards squares, more attention should be paid to public spaces where children spend time during recess and after lessons. This is how amphitheatres and atriums appear in schools instead of low-functioning assembly halls. It is possible to hold mass events there, as well as use the platform for lectures or games during recess. Transparent walls allow you to observe what is happening in the classroom or in the laboratory from the corridor — this encourages interest in learning. The schools built by A 101 use a flexible wall system between classes, which allows you to transform the space to meet the needs of the educational process: to make the classroom more intimate or, conversely, to expand the area.

          “The funds that were not used to create inefficient spaces and unnecessary concrete walls are being used for equipment,” the expert says. — Each of our schools has physics and technology laboratories, robotics classes, media centers and cookeries, pottery workshops and art classes. The sports component is also changing — in addition to the standard football fields, in our gyms and on the school grounds you can see climbing walls, pump parks and workout areas.”

          The orientation of the school, if specialization is planned, is decided in the Education Committee together with the district administration. It is also decided, even at the design stage, on the appearance of special rooms, for example, classes for robotics and others, for which special equipment may be necessary. Andrey Pankov, Deputy General Director for Production Issues of the Construction Trust Association, says: when a developer goes out to implement an investment project for the construction of a school, he receives a certain general assignment from the Education Committee, which is based on the standards of the Federal State Educational Standard, compiled from the requirements of the Ministry of Education and Science and the SanPiN. In the future, the project is already being considered in detail at the level of district education departments with the direct participation of the future director of this school. And already here the director describes in detail how he sees the construction of the educational process.

          “Before starting work, the developer receives a design assignment from the local administration, which specifies all the premises that should be in the new school,” says Natalia Kukushkina. — This document regulates both the functions of the premises themselves and the equipment that must be installed in them. After the appointment of the administration of the new school, its management can express their wishes for the equipment that is planned to be installed.”

          Educational innovations

          Most developers do not seek to take any part in the educational process, limiting themselves exclusively to the construction of a building and, if necessary, equipment for classrooms, a food hall and other premises. But there are exceptions. So, Dmitry Kalinin says that the company provides support to schools located in their residential complexes. The Glavstroy St. Petersburg company has a whole direction – cooperation with federal centers of additional education, as well as with universities and colleges. “As part of it, we, as representatives of the business and construction industry, and teachers of leading federal universities, create unique educational programs for children of the Northern Valley and Yuntolovo,” the expert says. “For example, one of the ecoraion schools has a Technospace center for teaching the basics of digital disciplines, as well as an educational cluster of St. Petersburg State University.”

          And at the Setl Lyceum, the approach to learning will be unusual: in addition to teachers, tutors will appear at the lyceum — personal mentors of children who help identify the abilities of each child and build the learning process most effectively. There are also psychologists on staff to make it comfortable for the children to study, and an academic director. There are also various additional professional education and a pre-university in the education system to help a child decide on a profession and successfully move to the next stage of education.

          All developers surveyed by Fontanka are currently building at least one school. Aquilon Group is building a 400-seat school in Vasileostrovsky district with two swimming pools. Also, as a co-investor, he participates in the construction of an institution for 1,125 places in the Moskovsky district and a school for 825 places in Kudrovo. The Glavstroy St. Petersburg company has 4 schools for 3125 places at the construction stage in the Northern Valley in the Vyborg district of the city and a school for 1200 places in the Yuntolovo residential complex in the Primorsky district.

          GloraX is building a school in Vasileostrovsky district. The school building is being built just a few minutes walk from the GloraX Vasileostrovsky project. The total area of the educational institution will be almost 18 thousand square meters, it is designed for 685 students, 2 swimming pools and 2 gyms are designed here. Nearby, the LSR Group is engaged in the construction of two schools in the Marine Embankment project. One institution has 375 places, its completion is planned this year, and permission for the construction of a second facility with a capacity of 1,650 students was received at the beginning of the year. This school will be one of the largest in the new quarter. Last year, the company began the construction of a school for 825 places as part of the Oktyabrskaya Embankment residential complex, and two schools are being actively built in Tsvetnoy Gorod.

          In a new residential area on Pulkovskoye highway, Plus Pulkovsky, GK “PSK” is building a school for 825 students, with a swimming pool and an outdoor stadium. And in the Respect residential quarter in the Kalininsky district, it will also build a school with a swimming pool for 1125 children. At the moment, the RSTI holding is building a comprehensive school for 825 places in the Primorsky district (next to the New Time and Time Square residential complexes), as well as an elementary school for 200 places on Pulkovskoye Highway in the Moskovsky district. Both schools will have swimming pools.

          At the end of March, the CDU Group commissioned a school in the north of St. Petersburg, not far from the CDU Dreamline project. The building has a capacity of 825 seats — with two swimming pools, two gyms and a large sports cluster. On September 1, the educational institution will begin its work.

            This year, the Construction Trust will transfer to the municipality a comprehensive school in the Kalininsky district on Akademika Konstantinov Street in the Nauka residential quarter. This is a modern educational space for 1,125 students. The company also started the construction of a school for 825 places in the Galley Harbor on Vasilyevsky Island in the residential quarter “Sailing 1”.

            And finally, Setl Group is building 7 schools in St. Petersburg with 8025 places. The Setl Lyceum on Kubinskaya Street, designed for 1,150 children, began to be built in March this year. And the developer will commission 6 more schools for a total of 6875 children this year. This is a school with 1,650 places in the Nevsky district of the city, three institutions with 1,375 places each in the complexes “Clear Sky” in the Primorsky district, in the Krasnoselsky district in the projects “Sunny City” and “Sunny City. Residences”. Two more smaller schools, for 550 children each, will be rented in the Moskovsky district in the residential complexes “Green Quarter” and “Ceremonial Ensemble. All of them have swimming pools, facilities for additional classes and an extensive sports cluster.
