Tinkoff experts named the main reason for delays in housing and communal services payments

Almost half of those who are late from time to time with the payment of utility bills complained of forgetfulness. Another quarter indicated the instability of their income

Delays in payments for housing and communal services (HCS) are allowed by 37% of Russians. Most often, debt arises due to the fact that a person simply forgot to pay for housing and communal services on time – 47% of those who allow delays named this reason, according to a study by Tinkoff Data analysts.

25% of respondents admit late payments due to unstable earnings, another 13% noted that it is inconvenient for them to pay for housing and communal services every month. The remaining 15% of respondents gave other reasons, the study clarifies.

At the same time, 63% of the survey participants always pay housing and communal services on time, 29% have debts rarely (once or twice a year), 5% sometimes (three to five times), and 2% often (six to eight times).

According to the study, 77% of respondents pay for utilities online, through the bank’s mobile application (this question allowed for several possible answers). 15% is paid either by a paper receipt at a bank branch or through the website of the service provider. 9% of respondents pay for housing and communal services through the website of Gosuslugi, and 8% in Russian Post offices. With the help of payment terminals, 6% of Russians make payments for housing and communal services, and another 4% use the federal City system for this purpose.

In early April of this year, deputies of the State Duma adopted a law that prohibits management and resource supply companies, homeowners’ associations and local governments from assigning the right to collect debts for utilities to third parties.
