In Russia, it was proposed to introduce criminal liability for helping migrants illegally obtain Russian citizenship, including for so-called “rubber” apartments. The relevant bill, developed by a group of deputies of the Fair Russia — For Truth faction, has been submitted to the State Duma, it follows from the electronic database of the lower house of parliament.
The document clarifies that we are talking about both corrupt officials and ordinary citizens who, for a fee, provide the opportunity for fictitious registration in their apartments to foreigners.
By law, registration is necessary to obtain Russian citizenship and legal residence in the country. It is planned to bring violators to justice regardless of whether the foreigners have achieved their goal or not. The draft also indicates that the fact of whether foreigners are in Russia and whether they have been convicted will not be taken into account.

According to the bill, the actions by which a migrant managed to illegally obtain Russian citizenship are proposed to be punished with imprisonment for up to five years. For the same acts committed by a group of persons by prior agreement, an organized group or a person using official position, imprisonment for up to seven years and a fine of up to 500 thousand rubles are assumed, as specified in the explanatory note to the draft.
In Russia, criminal liability for “rubber” offices was previously introduced. Owners of non-residential premises who illegally register migrants may be criminally liable.
