As noted in the capital’s Rosreestr, applications to the department are increasingly being received electronically. For those who also want to operate their real estate without getting up from the couch, it is worth taking into account a number of important rules

In seven months of 2024, the Rosreestr office in Moscow received more than 1.2 million (to be precise, 1,244,797) applications for registration and accounting activities with real estate. Of these, more than 74% (925,386) were submitted by applicants in electronic form, the department notes*.

For comparison, in 2023, there were about 1.1 million applications in total (1,157,979), and fewer of them were electronic — only 66% (765,198). “The current figure is 21% higher than the number of accepted online applications for the same period last year. At the same time, 423 thousand packages of electronic documents were sent to the department for cadastral registration and 297 thousand for registration of property rights in the Unified State Register of Real Estate (EGRN),” Igor Maidanov, head of the Rosreestr Department for Moscow, shares details.

Probably, the department would not mind bringing the current 74% to almost 100%. But here it is worth reminding the owners of apartments, cottages and land plots that on August 13, 2019, a law came into force in Russia regulating the procedure for applying an enhanced qualified electronic signature (EP) when conducting real estate transactions. The new rules established the possibility of conducting such transactions only with the written consent of the owner of the property, that is, if there is a statement registered in the Federal Register on the possibility of such actions. (As Rossiyskaya Gazeta wrote at the time, “amendments to the federal law on state registration of real estate were required after the spread of a new type of housing fraud. The attackers used the possibility of remotely submitting documents to register the transfer of ownership of real estate using fake electronic signatures created in the name of their owners”).

“In order to carry out real estate transactions in electronic form, the EGRN must contain an appropriate mark. Otherwise, when trying to transfer the right to real estate online, Rosreestr will not miss such a transaction, and the documents will be returned to the applicant without consideration,” Igor Maidanov explains.

You can make an “appropriate mark” by contacting any office of public services “My documents”. After consultation, the specialists of the center will issue a special form, where it is necessary to mark paragraph 3.1.3, which just allows you to send applications about your real estate, as they say, without getting up from the couch.

Rosreestr experts also remind that a separate application and a separate mark are required for each object. And the owner can submit an application both simultaneously with respect to all objects belonging to him, or any of them separately.
