The Prosecutor General instructed to check the legality of the increase in utility tariffs

The Prosecutor General’s Office will stop unjustified tariff increases by public utilities in Russian regions.

The Prosecutor General of Russia, Igor Krasnov, instructed to check the legality of actions on the ground by authorized authorities and housing and communal services enterprises. This is stated in a message on the official website of the Prosecutor General’s Office.

The agency explains that, despite the national average indexation of charges of 11.9%, in some regions utility bills are significantly higher.

The Prosecutor General’s Office will pay primary attention to the inclusion of unjustified utility bills in utility tariffs. Such cases will be suppressed.

How housing and communal services tariffs have increased

Starting from July 1, 2025, utility tariffs in Russia have increased by 11.9%. Heating, hot water, gas, electricity, garbage collection and water supply have become more expensive. Most noticeably, prices for communal services have increased:

  • in the Arkhangelsk region — by 24.8%;
  • in the Republic of Mordovia and the Chelyabinsk region — by 22.8%;
  • in Dagestan and Tatarstan — by 22.3%.
  • In Moscow, utility tariffs increased by an average of 15%.

    According to the All-Russian Center for the Study of Public Opinion (VTsIOM), only 8% of Russians surveyed consider the quality of services provided in the field of housing and communal services to be excellent, although the proportion of citizens who are completely satisfied with the work of public utilities is gradually growing. In 2015, there were only 1% of them, and in 2019 – 3%.

    At the same time, Russians noted high tariffs for utilities and housing services as the most significant problems in the housing sector. About half of the respondents are talking about this now.
