The government will charge a percentage of the amount of real estate transactions. RBC writes about this with reference to the bill. The Ministry of Finance proposes to count state duties on real estate transactions and registration of rights as a percentage of the transaction amount. This also applies to land. At the same time, the object should cost from 20 million rubles. In this case, an individual will have to pay a fee of 0.1% of the transaction price, but not less than 0.1% of the cadastral value of the asset. A maximum of 500 thousand rubles.

For legal entities, we are already talking about 0.3%, and the maximum amount of duty is 1 million rubles. Now the fee is fixed: for individuals — 2 thousand rubles, for companies — 22 thousand rubles. How can the initiative affect the real estate market? Konstantin Barsukov, General Director of the Relight-Real Estate agency, comments:

In Moscow, most ordinary three-room apartments will fall under this norm. The Moscow region will notice, because there are residential buildings there that are expensive. On the one hand, you pay 20 thousand rubles instead of 2 thousand if the object cost 20 million, and on the other hand, against the background of the total costs of the transaction, this increase in price is unpleasant, but not to say that it will be super critical. I understand perfectly well that the duty of 2 thousand rubles is outdated against the background of inflation, and the Federal Register requires certain costs. After all, Rosreestr is not just the registration of a right, but it is the storage of documents, the maintenance of digital infrastructure, its development, and data protection. All this requires money, and the state spends a lot on it, and the state duty has not increased for a long time. From this point of view, the step may be correct, but we have a lot of cases when the Federal Register registers the right, and then it turns out that it has registered the right to self-construction. And now there is a scandal in Moscow with apartments, which the state Inspectorate for real estate disputes. Because, it turns out, the type of permitted use of land does not correspond to the purpose of the apartment, and the Federal Register registers it. For a human, what’s going on? The right is registered, but they tell him it’s illegal. If the Ministry of Finance begins to look towards raising tariffs, it makes sense to look towards increasing salaries for Rosreestr employees. Their salary is small, the qualifications of the specialists are low, because qualified specialists do not want to work there for such a salary, and they have a shortage of personnel, which results in a bunch of different problems.”

The Ministry of Finance expects that the changes can bring at least 16 billion rubles to the budget next year.
