Putin instructed to introduce preferential secondary mortgages in certain regions

By July 30, 2024, the government should prepare proposals to expand the conditions for preferential mortgages in the ready-made housing market for certain categories of families

Russian President Vladimir Putin instructed the government to submit proposals on providing families with children with the opportunity to purchase housing on the secondary market using preferential mortgages in those localities where “housing construction is carried out in insufficient volume.” This is stated in the list of instructions to the Cabinet of Ministers, which is published on the Kremlin’s official website.

Proposals must be submitted by the Cabinet of Ministers by July 30, 2024. And by November 30, the government must “ensure the implementation” of the submitted proposals. Prime Minister Mikhail Mishustin was appointed responsible for the execution of both orders of the head of state.

In February 2024, Putin, delivering a message to the Federal Assembly, proposed extending the family mortgage until 2030. The program was supposed to be valid until July of this year. At the same time, the head of state instructed to pay special attention to families with children under six years old. According to Putin, for such families, the preferential loan rate will remain the same — 6%.

In 2022, the Ministry of Finance proposed to allow, in some cases, to buy ready-made housing on the secondary market with the help of the preferential Family Mortgage program. The department then clarified that the program could be used if two conditions were met. It was said that a mortgage at a discounted rate would be available to families who are raising a disabled child. In addition, in a region where a family wants to buy real estate on the secondary market, multi-family residential buildings should not be built.
