Preferential IT mortgage: new conditions of the program for the purchase of housing

The preferential mortgage program for IT specialists is one of the youngest of the state-subsidized housing purchase programs, it was launched in May 2022.

Since the launch of the preferential program, according to its operator “Dom.Russian Federation”, Russian banks have issued more than 50 thousand loans on IT mortgages. By the end of 2024, it is planned to issue another 10 thousand such loans. Most often, IT mortgages were issued by specialists from Moscow and the Moscow region, St. Petersburg, Krasnodar Territory, Tatarstan, Novosibirsk and Sverdlovsk regions.

IT mortgages are especially popular in Moscow. According to the Moscow Department of Economic Policy and Development of the city, in the first quarter of 2024, loans under this program were issued three times more in both number (3 thousand) and volume (39.4 billion rubles) than in the same period last year. The share of IT mortgages in the structure of loans under preferential programs has also almost tripled over the year, amounting to about 20% of the number and more than 28% of the volume of loans issued.

Employees of all accredited IT companies can now get a preferential mortgage – there are about 20 thousand of them in Russia. To apply for a preferential loan, the average salary for three months before applying to the bank, if the borrower is 36 years old or more, must be before deducting personal income tax:

  • 150 thousand rubles — for employees of companies and their branches located in Moscow;
  • 120 thousand rubles — for employees of companies in other million-plus cities;
  • 70 thousand rubles — for employees of companies in other localities.
  • If the borrower is under 35 years old inclusive, then the minimum wage requirement does not apply.

    Mortgage terms for IT specialists:

  • the rate is up to 5% per annum. It remains for the entire term of the contract, even after dismissal, if the borrower has got a job in another accredited company in six months. In total, you need to work in accredited IT companies for at least five years after applying for a preferential mortgage loan;
  • the presence of Russian citizenship;
  • the age of the borrower is from 22 to 50 years old inclusive;
  • working for an accredited IT company;
  • the maximum loan amount is up to 18 million rubles. for cities with millions, for the rest — up to 9 million rubles. The loan amount can be increased to 30 million rubles and 15 million rubles, respectively, using combined programs: for part of the loan above the established limit, the market rate will be applied;
  • The initial payment is 20%;
  • the loan term is up to 30 years;
  • The program is valid until December 31, 2024 (the rate will remain for the entire term of the mortgage loan).
  • Who can apply for a preferential IT mortgage

    Initially, mortgages on preferential terms were provided only to employees of IT companies receiving tax preferences. Since February 7, 2023, specialists of any accredited organization working in the field of information technology can count on such a loan. There are 20 thousand such companies in Russia. You can check whether the company meets this criterion on the public services portal.

    According to the government’s assessment, more than 50 thousand people will be able to improve their living conditions under this program.

    What can I get a preferential mortgage for IT specialists?

  • Purchase of housing under construction in multi-apartment and blockaded buildings (townhouses, duplexes), including land plots.
  • Purchase of ready-made housing in apartment buildings, in houses of blocked buildings, including with land plots, according to the DDA.
  • Purchase of an individual residential building (IJD) within the boundaries of the territories of low-rise residential complexes.
  • Acquisition of low-rise residential complexes and residential buildings on land plots that are not located within the boundaries of the territories.
  • Acquisition of low-rise residential complexes located at the construction stage of the railway within the boundaries of the territories.
  • To pay for the construction of railways on land plots, if the specified construction is carried out under one or more contract agreements.

    What will be the mortgage rate if the IT specialist quits

    According to the new rules, after dismissal, the preferential rate will be maintained for six months. If the borrower does not get a job at another accredited IT company during this time, then 2.5 percentage points will be added to the Central Bank rate valid at the time of loan processing. If the loan on the IT mortgage was taken out for the construction of a house, the rate will increase by 4.5 percentage points If the borrower issued a mortgage, for example, in early 2023, then the surcharge coefficient is applied to the key rate that was in effect at that time — 7.5%, and not to the current 16%, explains Ruslan Syrtsov, managing director of Metrium.

    Is it possible to refinance

    It is impossible to refinance an existing mortgage with the help of a program for IT specialists. However, the loan issued within its framework can be reviewed on the terms of other preferential, as well as market programs, says Tatyana Reshetnikova, deputy head of the mortgage department of the Etagi company.

    Is it possible to use maternity capital

    Maternity capital can be used as a down payment. In this case, it will be necessary to allocate a share of ownership in the apartment to the children. Mortgages for IT specialists cannot be combined with other preferential programs.

    Which banks give preferential mortgages to IT specialists

    Mortgages are provided to IT specialists by almost all the largest Russian banks. But some credit and financial organizations have temporarily suspended the issuance of mortgages for IT specialists, although applications for loans are accepted. Among them: Sberbank, Promsvyazbank and RNKB.

    “In some banks, the limits have been exhausted, they accept applications for loans under this program, but do not issue the mortgage itself. The market is waiting for the allocation and distribution of new limits in order to resume the issuance of preferential IT mortgages,” says Nadezhda Stadnyuk, head of the mortgage department at Best-Novostroy.
