Mortgages at 2% have been expanded to secondary in new regions

A number of residents of new regions of Russia will be able to apply for a mortgage at 2% for secondary housing. The preferential program was also extended to the Belgorod region. This was announced by the Ministry of Finance.

It is clarified that the decision will affect participants and veterans of military operations who took part in the SVO, as well as employees in federal authorities, the social sphere, healthcare, culture and sports. These categories of citizens will be able to purchase an apartment on the secondary market at a rate of 2% in the territories of the Donetsk People’s Republic, Luhansk People’s Republic, Zaporizhia and Kherson regions. This decision was made in accordance with the instructions of the President and agreed with the government.

In addition, the mortgage at 2% applies to the Belgorod region. In this case, the owners of housing recognized as “unsuitable for living as a result of shelling from a neighboring state” will be able to use a preferential loan. We are talking about buying a home in both the primary and secondary markets.

A preferential mortgage loan on these terms will be available until April 30, 2025, the Ministry of Finance explained.

In February, Russian President Vladimir Putin instructed the government to extend preferential mortgages at 2% in new regions to the secondary market. Starting in January 2023, it is possible to apply for a mortgage at 2% in Russia in the territory of the new regions — the DPR, LPR, Zaporizhia and Kherson regions. At this rate, it is proposed to take loans for the purchase or construction of housing in the amount of up to 6 million rubles with a down payment of 10% of the value of the property.

At the same time, few housing projects are being built in the new regions. In particular, in December 2023, a resident of Melitopol spoke about this problem during a direct line with the president. “The problem is that this benefit applies only to new housing, and there are still few new housing being built there, to put it mildly. Therefore, it would be necessary to extend this to the secondary market in the same way as in the Far East — that’s what needs to be done, and then it will work quickly, it will start working right now,” Putin said at the time.
